HomeMy WebLinkAboutItem 08b - Development updateCity of Lakeville Community Development Planning Commission Kris Jenson, Planning Manager September 11, 2025 Packet Material for the September 18, 2025 Planning Commission Work Session Development Update There are two residential developments which would require amendments to the Comprehensive Plan and Zoning Map that Staff has recently reviewed at a sketch level. Community Development staff are sharing a brief summary of each development for informational purposes to make Commissioners aware of possible future agenda items which involve amendments to the Comprehensive Plan. Kyla Crossing 2nd Addition is a development of 17 single family home lots proposed for the vacant parcel at the northeast corner of Kenwood Trail (CSAH 50) and Ipava Avenue, across from Ames Arena. The development parcel is currently guided for Medium Density Residential land use and zoned RM-2, Medium Density Residential. The site is proposed to be rezoned to RS-4, Single Family Residential District, and the land use designation will be either Low Density or Low/Medium Density Residential, depending upon the density of the proposed development. A land use application for the preliminary plat, rezoning, and comprehensive plan amendment has been submitted and it under review for completeness. Progressive LLC, has acquired two parcels of approximately 20 acres located adjacent to Lake Marion, just north of Antlers Park. The parcels have multiple land use and zoning designations, as listed in the table below: Land Use Zoning Parcel 1 Low Density Residential RS-3, Single Family Residential Parcel 2 Low Density Residential RS-3, Single Family Residential Low/Medium Density Residential RST-2, Single and Two-Family Residential Medium Density Residential RM-1, Medium Density Residential A sketch plan submitted for parcels proposes one single family home along Lake Marion, with the remainder of the site developed with detached townhomes and twinhomes. Development of these parcels will require rezoning and comprehensive land use amendments to reflect the proposed development. The plat would also extend Itasca Lane to 201st Street, providing the homes west of Kenwood Trail (CSAH 50) and south of Kenwood Trail Middle School a second access out of the neighborhood. The parcels are within the Shoreland Overlay District of Lake Marion and subject to the shoreland regulations. Attachments A.
