ECONOMIC DEVELOPMENT COMMISSION
MEETING MINUTES
August 26, 2025
1. Chair Collman called the meeting to order at 4:00 p.m. in the Marion Conference Room.
Members Present: Comms. Lowell Collman, Roz Peterson, John Ricketts, Don Seiler
Ex-officio Members Present: Chamber President Krista Jech, City Administrator Justin
Miller
Members Absent: Rebecca Bergin, Rick Bjorklund, Joe Eykyn
Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer,
Economic Development Manager; Dawn Erickson, Senior Administrative Assistant
2. Approval of Minutes
a. June 24, 2025 EDC Meeting Minutes
Comms. Peterson/Seiler moved to approve the minutes of the June 24, 2025 meeting.
Motion carried unanimously.
3. Guest Speaker
a. Morgan Hill and Jean-Luc Mette, Greater MSP
The speakers were rescheduled to a future meeting due to low attendance.
4. Short-term rental policy
a. Policy discussion update
Ms. Goodroad summarized the City of Lakeville’s short-term rental policy. The City
of Lakeville allows short-term rentals subject to approval of an administrative permit
under the following requirements: Renting of rooms within an owner-occupied
dwelling unit to not more than two (2) individuals who are each unrelated to the
principal family as an accessory use provided that:
1. The property owner shall not enter into a rental agreement with more than two
individuals within a 30-day period.
2. There shall be one off-street parking stall provided for each rental occupant of the
property in addition to the parking stalls required by chapter 19 of this title.

For the City Council Work Session, staff prepared research from eight cities that have
an ordinance for short-term rentals. Requirements vary but the majority have some
type of license, allow rental of the whole home and do not require the owner to be
present. Additional requirements include limits on how many licenses will be
permitted.
EDC members asked questions and provided feedback.
5. Development & Marketing Updates
a. Economic Development website
Ms. Bachmayer shared LakevilleBusiness.com launched its refreshed look in late July.
She stated the Spotlight on Business videos are now highlighted on the website and a
new video about Hearth & Home Technologies will be filmed soon.
b. August Economic Development Report
Ms. Bachmayer and Ms. Goodroad highlighted a few recent development projects and
new businesses in Lakeville, including Downtown Bicycles and Wild Things Indoor
Playground.
Ms. Jech shared that year two of Leadership Lakeville has 20 participants registered to
go through the program beginning on September 17, 2025.
c. Business Retention & Expansion program
Four BRE visits were completed in August. A summary of the visits were shared with
the group. Then Ms. Bachmayer asked for an EDC member to participate in the
upcoming September 25 visit, which is outside of the program’s normal meeting
cadence. Comm. Seiler volunteered to attend.
