HomeMy WebLinkAboutItem 06a - Southwest Study Area AUAR ArtemisCity of Lakeville Community Development Memorandum To: Planning Commission Tina Goodroad, Community Development Director October 9, 2025 Packet Material for the October 16, 2025 Planning Commission Meeting Southwest Study Area AUAR by Artemis Development Company, LLC Artemis Land Holdings, LLC (proposer) received approval of a comprehensive plan amendment and rezoning at the September 2, 2025, City Council meeting. The proposer has begun the Alternative Urban Areawide Review process with the preparation of a scoping document. The AUAR area encompasses an area totaling 390.4 acres in southwest Lakeville. As required under the AUAR process, two development scenarios are proposed for evaluation: • Scenario 1 reflects the existing land use guidance as adopted in the City’s 2040 Comprehensive Plan. • Scenario 2 assumes full municipal service availability and proposes a mix of residential and commercial uses consistent with the recently approved Comprehensive Plan Amendment. Within Scenario 2, approximately 29.02 acres are identified for potential residential or school development and will be evaluated as Subareas 2a and 2b respectively. City staff is currently reviewing the scoping document prior to its anticipated publication on October 21, 2025, for the required 30-day public comment period. Staff is requesting Planning Commission review and support for the proposed development scenarios prior to publication. 2 Notification will be made on the City’s website regarding the public comment period with a link to the scoping document.
