CITY COUNCIL MEETING
March 2, 2026 - 6:00 PM

1. Call to order, moment of silence and flag pledge
Mayor Hellier called the meeting to order at 6:00 P.M.
2. Roll Call

5. Presentations/Introductions
a. Parks & Recreation Quarterly Report
Parks and Recreation Director Joe Masiarchin presented the quarterly report to Council.
He discussed upcoming major projects and the progress that is being made on those
projects. He also highlighted many of the successful events that the City hosted
throughout the winter and some exciting spring events ahead.

Motion was made by Bermel, seconded by Wolter, to approve the Consent Agenda.

7. Action Items
a. Hearing for a High -Cost Tree Abatement
Community Development Director Tina Goodroad, presented the agenda item to
Council. Staff have worked with the property owner on this abatement and are in
agreement with this action.
Motion was made by Wolter, seconded by Lee, to approve the High -Cost Tree
Abatement.
Roll call was taken on the motion. Ayes - Hellier, Bermel, Lee, Volk, Wolter

a. 2026A Bond Issuance - Street Reconstruction/Utilities/CIP Projects
Finance Director Julie Stahl presented to Council regarding the issuance of 2026A
bonds. The bonds will provide funding for four city projects. Jessica Green from
Northland Securities, Inc., presented the executive summary to the Council as they
continue to prepare for the sale.
b. Expo 2031
Wendy Meadley, CEO of Expo 2031, presented an event proposal to Council. She laid
out the site plans, benefits to Lakeville, and the Expo's credentials. Council asked
Meadley and her staff questions regarding the potential event. The Council directed staff
to work with Expo 2031 to gather more information about the proposal.
c. Commission Application Review
Mayor Hellier will present potential appointments to the rest of Council, and they will
provide feedback on the appointments. A resolution making final appointments will be
presented at the March 16'' Council meeting.
