HomeMy WebLinkAbout05-15-97 SPECIAL .CITY OF LAKEVILLE COUNCIL MEETING • MAY 15, 1997 The special meeting was called to order at 7:00 p.m. by Mayor Zaun. Roll call was taken. Present: Councilmembers Johnson, Sindt, Mulvihill, Holberg and Mayor Zaun. Also present: R. Knutson, City Attorney; B. Erickson, City Administrator; M. Sobota, Community & Economic Development Director; Muller Family Theatre representatives, Mike Muller, Bob Muller, Jeff Rudin, Ellerbe-Beckett project architect; Dennis Cornelius, Amcon construction manager; Brad DeWolfe, Bolton & Menk project engineer; L. Gustafson, Deputy City Clerk. ITEM 1 Mr. Mike Muller, representing Muller Family Theatre, requested Council approval of the final plat for Muller Family Theatre Addition. Mr. Muller stated they propose to construct an eighteen screen movie theater complex which would be the largest in Minnesota. He described the exterior elevation and interior layout of the theater. The smallest individual theater would .seat one hundred twenty-five patrons; the largest theater would seat four hundred fifty-seven and all would include both stadium type seats as well as the • conventional types of seating. The pricing system is anticipated. to be lower than first run theaters with evening adult admissions set at $5.50 and children's and senior citizens at $3.50. Tuesday evening special pricing is also planned. Muller Family Theatre will never run NC7 or x-rated movies and have very strict regulations concerning admission to R- rated movies which includes verification by Muller personnel. Mr. Sobota presented the final plat for Muller Family Theatre Addition on what is currently platted as Outlot C, Lakeville Commerce Center. The streets and utilities were constructed with the platting of Lakeville Commerce Center in 1989 and the property is zoned B-4, General Business District. Movie theaters are a permitted use in a B-4 District.. He outlined the detailed traffic analysis of the proposed project and its impact on the local street system as completed by the City's traffic engineering consultant, SFR. Proposed traffic improvements include turn lanes at 205th Street and Keokuk Avenue, 205th Street and Kenrick Avenue and 2 TOth Street and Keokuk Avenue. A neighborhood meeting was held with adjoining property owners on May 7, 1992. They were informed. a berm and four to six foot evergreen trees would be placed on the west side of the proposed .addition. Trees will also be planted. around the perimeter of the parcel and down the main drive into the theater, The Muller's have combined the allowed signage and will have only one 450 square feet wall sign placed on the east facade of the building. No other wall sign or freestanding sign will be allowed. Mr. Sobota also noted that because of the poor condition of Keokuk Avenue the City CITY OF LAKEVII..LE COUNCIL MEETING MAY 15,1997 PAGE 2 • Engineer is recommending weight restrictions on Keokuk Avenue. The reduction of heavy commercial trucks will also reduce the incompatibility with pedestrian and auto traffic. Mr. Sobota stated the final plat has been reviewed by staff, Planning Commission, Parks & Recreation Advisory Committee and SRF. He said staff recommends Council approve the final plat of Muller Family Theatre Addition and the resolution placing weight restrictions on Keokuk Avenue between 205th Street and 210th Street. Councilmember Johnson asked if the concerns addressed in the neighborhood meeting had .been resolved. Mr. Sobota stated screening was the major issue and with the construction of the berm and trees the resident's concerns were satisfied. Mr. Muller, in response to Councilmember Johnson's inquiry, stated the proposed. hours of operation would be from 10:45 a.m. to after the last show which would start at approximately 9:45 p.m. Councilmember Sindt asked what type of trucks would be making deliveries to the theater complex. Mr. Muller commented that once they become .operational there would be garbage pick-up and possibly one vendor using the adjoining streets. Mr. Erickson stated the resolution included for Council action addresses the issue by placing 7 ton weight restrictions on Keokuk Avenue. • .Mayor Zaun asked staff what additional types of development could the City expect for this area. Mr. Erickson responded the property owner anticipates several restaurants, both. sit-down and fast food, possibly a hotel, and aconvenience/gas station at County Road 70. 97.96 Motion by Holberg, seconded by Mulvihill to approve Resolution No. 97-104 approving the final plat of Muller Family Theatre Addition and Resolution No. 97-105 authorizing the Department of Public Works to place weight restrictions on Keokuk Avenue south of 205th Street and north of 210th Street. Roll call was taken on the motion. Ayes, Zaun, Sindt, Mulvihill, Holberg, Johnson.
