APRIL 21, 1997
The reconvened meeting of the Lakeville Board of Review was called to order at 6:30
p.m. by Mayor Zaun.
Present: Councilmembers Johnson, Sindt, Mulvihill, Holberg and Mayor Zaun.
Marvin Pulju, County Assessor, provided a list of the property owners who had
presented written appeals or were in attendance at the April 8th Board of Review and
a list of Value Changes from the 1997 Board of Review (updated 4/21/97). He also
provided a Report of Properties Reviewed Per Attendance at the Local Board of
Review but No Changes Made and a Report of Value Changes as of 4/21/97. Mr.
Pulju explained that his office conducted a review of the mobile home owned by Mr.
Michael McGough, 17701 Kenyon Avenue, Lot 132. During a previous review of the
property, additional depreciation was applied due to leaking windows, roof and poor
skirting. The physical problems have been corrected, and the mobile home is
considered to be in good condition. He stated the Manufactured Housing Appraisal
Guide suggests a value of approximately $7,000. The recommendation of the
assessor's office is that no change be made to the 1997 assessment of $5,900.

Roll call was taken on the motion. Ayes, Johnson, Zaun, Sindt, Mulvihill, Holberg.
Mr. Michael McGough addressed the Board of Review, stating he would not be able
to sell his mobile home for $5,900 and feels the value should be lowered to $4,500.
Councilmember Holberg asked if the assessor's office conducted a mobile home
sales market analysis in the area. Mr. Pulju stated they used the Manufactured
Housing Appraisal Guide and did not conduct a market analysis, because .each
mobile home is different, depending upon its individual characteristics.
Councilmember Sindt stated she would be willing to lower the value on Mr.
McGough's home to $5,000, but feels a market analysis should be done.
It was explained to Mr. McGough that he still retains the right to appeal and could
appeal to the County Board of Equalization if he so chooses.

• 97.76 Motion was made by Sindt, seconded by Holberg to recommend to the County
Assessor's Office that the value of Michael McGough's mobile home, PID No. 22-050-
. 00132-00, be lowered to $5,000, and a mobile home market analysis be completed
prior to the County Board of Equalization meeting; and to close the Board of Review
public hearing.
Roll call was taken on the motion. Ayes, Zaun, Sindt, Mulvihill, Holberg, Johnson.
Mayor Zaun adjourned the meeting at 6:45 p.m.
