Adjourn Page 1 of 4 Date: 5/26/2026 Intro to Comprehensive Planning & Imagine 2050 Proposed Action Staff recommends adoption of the following motion: Overview We will be kicking off the 2050 Comprehensive Plan Update during a joint session with the City’s consultant, HKGi. During the meeting, three industry experts will share insights on the future of industrial, retail, and housing development in Lakeville. The session will also include an overview of the comprehensive planning process, along with discussion focused on the community’s long-term vision and future growth. Supporting Information 1. A comprehensive plan may provide an inventory and analysis of existing conditions, identify a vision for the future, estimate future economic growth/ changes, explore possibilities/scenarios for change, establish preferred plans for key components, such as future land use, natural resource protection, community infrastructure and services, housing, recreation facilities, and economic development. A Comprehensive Plan generally can include: • Community vision and guiding principles • Growth scenarios, and a future land use map • Infrastructure, water, and wastewater planning • Natural resource and sustainability strategies • Housing, transportation, & economic development information • Recreation and health services • Implementation steps What is a Comprehensive Plan? 2050 Comprehensive Plan Update Planning in a Regional Context: Imagine 2050 Why Now? The Metropolitan Land Planning Act of 1976: • Directs the Metropolitan Council to prepare a long-range development plan for the region every 10 years, as well as “system plans” for transportation, wastewater, and water • Requires all counties, cities, and townships in the region to update their individual comprehensive plans within three years of the Metropolitan Council plans Required Plan Elements All Comp Plans in the Metro are required to include the following topics: Regional System Plans The Water, Transportation, and Regional Parks and Trails plans are considered regional system plans because they include elements that cross jurisdictional boundaries. City comprehensive plans must be in conformance with system plans. Policy Plans There are five policy plans within the regional development guide. They each include objectives, policies, and actions. City comprehensive plans must be consistent with these policy plans. The policy plans are: • Land Use • Water • Regional Parks & Trails • Housing • Transportation. Lakeville is considered a suburban edge city. This designation determines certain minimum requirements for the comp plan. • Land Use • Housing • Transportation • Water Resources • Parks & Trails • Climate • Natural Systems • Implementation Regional System Plan elements: • Transportation: highways, transit system, freight, regional bicycle network, aviation, other roadways • Water: wastewater, water supply, surface water • Parks & Trails: regional parks & trails, local parks & trails Lakeville’s current plan was adopted in 2019. It is available here (https://lakevillemn.gov/343/Land-Use-MUSA) As part of a broader metropolitan region, comprehensive planning must also consider regional planning efforts. The Metropolitan Council oversees and sets requirements for all cities within the seven county metropolitan area on a 10-year planning cycle. The regional development guide for this planning cycle is Imagine 2050. City plans must conform to the regional system plans, be consistent with policy plans, and be compatible with adjacent and affected jurisdictions. Page 3 of 4 Project Timeline & Process The comprehensive planning process will occur over three phases. Phase 1 is where the bulk of the plan update will occur, including all community engagement. Phases 2 and 3 are included to shepherd the plan through the Metropolitan Council’s approval process. Below are a detailed breakdown of the planning steps and activities in each phase. TASK DESCRIPTIONS PHASE 1 BREAKOUT SCHEDULE PHASE 1: CREATE THE 2050 COMPREHENSIVE PLAN Task 1: Take the Pulse and Establish the Vision -Conduct kick-off meetings with Staff, Boards, and Commissions -Prepare maps and community context data -Review and audit existing plans and evaluate minimum requirements (including meetings with Key Staff) -Conduct Engagement Round 1 Task 2: Shape the Plan -Explore key directions, land use changes, and necessary infrastructure system improvements with Staff -Joint Meeting with Boards, Commissions, and City Council (review engagement results and discuss key directions) -Conduct Engagement Round 2 - targeted stakeholders and key directions Task 3: Prepare the Plan -Draft each chapter of the 2050 Plan -Present draft to PC and CC -Conduct Engagement Round 3 - Online public draft review and distribution to Boards and Commissions for comment Task 4: Seek Approvals -Prepare final draft of the 2050 Plan -Conduct a public hearing with the Planning Commission and implement revisions based on feedback -Present final plan to City Council for approval PHASE 2: DISTRIBUTE THE PLAN FOR 6-MONTH REVIEW Task 5: Distribute the Plan for 6-Month Review -Assemble and distribute an electronic copy of the Plan for review by adjacent and affected agencies -Submit the Plan for preliminary review by Metropolitan Council -Prepare and present revisions to the City Council - authorize final submittal to Metropolitan Council PHASE 3: METROPOLITAN COUNCIL REVIEW & FINAL ADOPTION Task 6: Facilitate Metropolitan Council Review -Submit Plan to Metropolitan Council for formal review -Revise plan to address issued identified in review Task 7: Adopt the Plan -Prepare final Plan and support staff through City Council adoption Submit Plan and all required documentation to Metropolitan Council APR ‘26MAYJUNJULAUGSEPOCTNOVDECJAN ‘27FEBMARAPRMAYJUNJULTASK 1 TAKE THE PULSE TASK 2 SHAPE THE PLAN TASK 3 PREPARE THE PLAN TASK 4 SEEK APPROVAL Kick Off Event Joint Meeting Planning Commission & City Council Planning Commission & City Council Round #1 Community Engagement Round #2 Community Engagement Round #3 Community Engagement Planning Commission Phase 1 Create the 2050 Comprehensive Plan Phase 2 Distribute the Plan for 6-Month Review Phase 3 Metropolitan Council Review & Final Adoption APR ‘26 - JUL ‘27 JUL ‘27 TO JAN ‘28 JAN ‘28 - JUN ‘28 Page 4 of 4
