HomeMy WebLinkAbout03-24 CITY OF LAKEVILLE ECONOMIC DEVELOPMENT COMMISSION MEETING MINUTES March 24, 2026 1. Chair Collman called the meeting to order at 4:00 p.m. in the Marion Conference Room. Members Present: Comms. Rebecca Bergin, Lowell Collman, Joe Eykyn, Roz Peterson, John Ricketts, Don Seiler Ex-officio Members Present: Mayor Luke Hellier, Chamber President Krista Jech Members Absent: Rick Bjorklund Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer, Economic Development Manager 2. Guest Speaker a. Joe Masiarchin, Parks & Recreation Director Mr. Masiarchin provided an update on several park projects including Grand Prairie Park, East Community Park and the 2026-2036 Parks System Master Plan. 3. Approval of Minutes a. January 27 EDC Meeting Minutes Comms. Seiler/Collman moved to approve the minutes of the January 27, 2026, meeting. Motion carried unanimously. 4. Discussion Item a. 2025 Economic Development Annual Report Ms. Goodroad presented the 2025 Economic Development Annual Report. The City experienced another active year of development activity in 2025, with an annual building permit valuation totaling $381,162,334 - a 47.9% increase over 2024. The private sector invested $111.3 million in commercial and industrial development. The industrial project with the highest building permit valuation was the Dakota Electric Association Energy Center, valued at $47.8 million. Members asked questions and provided feedback. b. Strategic Plan update Economic Development Commission Minutes March 24, 2026 Page | 2 Ms. Goodroad presented a progress report on the 2024-2028 Strategic Plan for Economic Development. A major accomplishment in 2025 was the Business Retention & Expansion (BRE) Program that was launched in February. Members asked questions and provided feedback. c. Business Retention & Expansion Program Annual Report Ms. Bachmayer presented the Business Retention & Expansion (BRE) Program annual report. In 2025, BRE teams visited with 29 businesses that represented 15.5% of Lakeville total employment count of 21,198. Members asked questions and provided feedback. 5. Development & Marketing Updates a. March Economic Development Report Ms. Bachmayer and Ms. Goodroad highlighted a few recent development projects and business news in Lakeville, including the upcoming ribbon cutting event for Estoria Cooperative Lakeville. Additional highlights referenced the City’s updated short-term rental ordinance that was approved by the City Council in February and Lakeville’s feature in Business View Magazine’s February issue. 6. Other Mayor Hellier provided updates to the group about the FiRST Center and state legislative items of interest, like social districts. Chair Collman informed the group that today would be his last commission meeting, and he was resigning from the remainder of his term to pursue other interests. 7.
