CITY OF LAKEVILLE
May 26, 2026
1. Vice Chair Bjorklund called the meeting to order at 4:00 p.m. in the Marion Conference
Room.
Members Present: Comms. Rebecca Bergin, Rick Bjorklund, Anita Drentlaw, Carly
Duckworth, Josh Melton, Joe Pannkuk, Roz Peterson, John Ricketts, Don Seiler
Ex-officio Members Present: City Administrator Justin Miller
Members Absent: Joe Eykyn
Staff Present: Tina Goodroad, Community Development Director; Kati Bachmayer,
Economic Development Manager; Dawn Erickson, Senior Administrative Assistant
2. Guest Speaker
a. Colleen Eddy, MN DEED Metro Regional Business Development Manager
Ms. Eddy shared information about the Minnesota Department of Employment and
Economic Development and how the agency supports Lakeville’s economic
development efforts locally and statewide, including business financing options and
the Shovel Ready Site Certification program.
EDC members asked questions and provided feedback.
3. Approval of Minutes
a. March 24 EDC Meeting Minutes
Comms. Peterson/Seiler moved to approve the minutes of the March 24, 2026,
meeting. Motion carried unanimously.
4. Election of Officers
a. 2026 Election of Officers
An election of officers was held during the May meeting. Vice Chair Bjorklund
opened the floor for nominations from EDC members. Comm. Seiler nominated
Comm. Bjorklund for Chair. Vice Chair Bjorklund called for nominations for Chair
three times. Vice Chair Bjorklund nominated Comm. Peterson for Vice Chair. Vice
Chair Bjorklund called for nominations for Vice Chair three times. Comm. Seiler
nominated Comm. Bergin for Secretary. Vice Chair Bjorklund called for
nominations for Secretary three times. Vice Chair Bjorklund stated that
nominations were closed. Comm. Seiler made a motion to approve the slate, and
Comm. Peterson seconded the motion. A voice vote was taken, and the slate of
officers were elected unanimously.

a. May Economic Development Report
Ms. Goodroad highlighted a few recent development projects and business news in
Lakeville, including the Dodd Commons Final plat, which proposes a new fire
station. Additional highlights included the Lakeville City Council’s recent adoption
of an interim ordinance to temporarily prohibit approval of new residential
development applications for a residential plat, subdivision, comprehensive plan
amendment or rezoning request for a period of up to one year. The moratorium
allows the City time to study impacts of the Metropolitan Council's Imagine 2050
regional planning document and its impact on Lakeville's current 2040 plan, as well
as allow the City time to update its comprehensive plan to meet the requirements
of 2050 regional planning policies. The interim ordinance does not apply to
commercial or industrial development projects.
b. Spotlight on Business: Lakeview Bank
Lakeview Bank was featured during the May 18 City Council meeting as part of the
Community Development’s Spotlight on Business program. The video was played
for the commissioners to view.
