Re: Request to Deny the Proposed Lennar "Highview" Development (20.06 Acres)
Dear Commissioners and Councilmembers,
I am writing as a Lakeville resident to formally submit comments regarding Lennar's proposed
Comprehensive Plan amendment and residential development for the approximately 20.06-acre
parcel located east of Holyoke Avenue.
When our family chose to move to Lakeville, one of the qualities that attracted us to our
neighborhood was the natural space and privacy surrounding our home. Like many of my
neighbors, I am concerned about the continued loss of remaining open land and the increasing
pace and density of residential development in our community. We were initially concerned with
the potential development of the church and now are even more concerned with the proposed
Lennar development.
The City of Lakeville's Comprehensive Plan exists to guide orderly growth while balancing
residential development with transportation, utilities, parks, schools, and quality of life. The City's
own planning documents recognize that growth should be carefully managed and coordinated with
supporting infrastructure.
I respectfully ask the Planning Commission and City Council to evaluate whether this proposal is
consistent with those guiding principles.
School Capacity
As a parent, I am especially concerned about the impact additional residential development will
have on Lakeville Area Schools.
The School Board approved new elementary and middle school attendance boundary adjustments
for the 2026-2027 school year in January 2026, following previous boundary changes in 2024, to
address enrollment and capacity needs. These repeated adjustments demonstrate that the district
continues to experience enrollment pressures as Lakeville grows.
While I understand that school enrollment is ultimately the responsibility of the school district,
residential growth and school capacity are undeniably connected. Frequent attendance boundary
changes disrupt friendships, school communities, transportation routines, and the stability that
families value. Before approving additional housing in this attendance area, I urge the city to
carefully consider whether existing Lakeville schools are prepared to accommodate continued
growth. The Lakeville Area School District stated that even with recently approved facility
improvements, space will remain tight and additional classroom space is necessary to
accommodate continued enrollment growth.
As a Lakeville family with children attending school, we strongly encourage halting additional
residential structures until school capacities can sustain the additional growth.
Traffic and Infrastructure
Traffic and roadway capacity are also significant concerns.
Roads including Holyoke Avenue, Highview Avenue, Heritage Drive, and 202nd Street are already
experiencing increasing traffic volumes. Additional housing will inevitably add vehicle trips and
place greater demands on nearby intersections and neighborhood streets.
The City's Comprehensive Planning and Engineering documents emphasize that transportation
infrastructure should be planned alongside future development. Responsible growth requires that
roadway capacity, utilities, and public infrastructure keep pace with residential expansion. I
respectfully request that the city ensures there is clear evidence demonstrating that existing
transportation infrastructure can safely and adequately accommodate the additional traffic
generated by this development.
Consistency with Lakeville's Long-Term Vision
My request is to ensure that new development occurs only when it aligns with the City's long-term
planning objectives and when supporting infrastructure is in place. Given the continued enrollment
pressures within Lakeville Area Schools and ongoing transportation concerns, I do not believe this
proposal demonstrates that the necessary community impacts have been sufficiently addressed.
In recent months, Lakeville temporarily paused acceptance of residential development
applications to evaluate future growth and long-term planning. This reveals that the city itself
recognizes a need to slow and evaluate future growth. I feel that this existing application for this
land should be reevaluated to adhere with the pause in residential development.
This parcel serves as an important transition between existing residential neighborhoods and
surrounding open space. Developing the property would permanently alter the character of the
neighborhood and the expectations of current residents who invested in this area based on its
existing land use pattern. I respectfully ask the Commission and Council to consider not only
whether housing is needed, but whether this specific location is appropriate given the surrounding
neighborhood.
For these reasons, I respectfully request that the Planning Commission recommend denial, and
that the City Council deny the development approvals for the proposed Lennar Highview
development.
