Planning Commission Meeting Minutes
DECEMBER 4, 2008
The December 4, 2008 Planning Commission meeting .was called to order by Chair
Drotning in the City Hall Council Chambers at 6:00 p.m.

ITEM 3. APPROVAL OF MEETING MINUTES:
Commissioner Lillehei requested the following amendments to the .meeting
minutes/notes:
.The November 6, 2008 Planning Commission meeting minutes, page 4 under Robert
Erickson s comments:
"Mr. Erickson was a volunteer on behalf of u,.~..,.,,.,.. T r,~..,,,.^'' a
large institutional landowner who appreciates the public process that is
involved with the Comprehensive Plan."
The November 20, 2008 Planning Commission work session notes:
"Robert Erickson d~ requested a copy of the work session packet for
this agenda item of which he felt he is entitled as a citizen of Lakeville."
The November 6, 2008 Planning Commission meeting minutes were approved as
amended,
The November 6, 2008 Planning Commission work session notes were approved as
presented.
The November 20, 2008 Planning Commission work session notes were approved
as amended.

ITEM 4. ANNOUNCEMENTS:
Mr. Morey stated that the December 18, 2008 Planning Commission meeting will be
cancelled due to a lack of agenda items.
Mr. Morey discussed with the Planning Commission members moving the Planning
Commission meetings in January to the second (Jan. 8) and fourth (Jan. 22)
Thursdays due to the New Year's Day holiday falling on the first Thursday. He
indicated that January 8~ would likely be a regular meeting and January 22na
would likely be a work session to kick off the 2009 Zoning Ordinance Update. The
members agreed to the amended dates.
- ITEM 5. SPIRIT OF BRANDTjEN FARM
Chair Drotning opened the .public hearing to consider the application of SBF
Development Corp. for an amendment to the Spirit of Brandtjen Farm Planned Unit
Development to modify the setback and design standards contained in the Spirit of
Brandtjen Farm Planned Unit Development Plan Booklet dated June 20, 2005. The
Recording Secretary attested that the legal notice had been duly published in
accordance with State Statutes and City Code.
Rob Wachholz from Tradition Development presented an overview of their request.
Dan Licht from Northwest Associate Consultants briefly reviewed the Spirit of
Brandtjen Farm PUD planning process that occurred over two years from 2003-
2005.
Mr. Licht presented the November 25, 2008 planning report. He indicated that City
staff recommends approval of this amendment to the Spirit of Brandtjen Farm PUD.
.subject to the one stipulation listed in the November 25, 2008 planning report.
Chair Drotning opened the hearing to the public for comment.
There were no comments from the audience.

Commissioner Glad asked for confirmation of the distance between the existing and
proposed twinhouse buildings. Mr. Wachholz confirmed that the distance between
the proposed twinhome unit on Lot 6, Block 3 and the proposed twinhome unit on
Lot 7, Block 3 will be 19 feet. and the distance between the proposed twinhome units
on Lot 2, Block 2 and Lot 3, Block 1 and the existing twinhome units on Lot 3, Block
2 and Lot 2, Block 1 will be 20 feet.
~'he Planning Commission wanted to add to Stipulation 1 that the twinhome
building proposed on Lots 5 and 6, Block 3 will have at least a 19 foot setback from
the existing twinhome building on Lots 7 and 8, Block 3.
Commissioner Pattee asked if the developer had talked to the people that own the
existing twinhome unit on Lots 7 and 8, Block 3. Mr. Wachholz indicated that they
just moved in 2 weeks ago and. nobody from Tradition Development has talked to
them about this PUD amendment. Mr. Licht indicated that the proposed units still
fit within the platted lots and the setback change is not significant.
08.104 Motion was made and seconded to recommend to City Council approval of an
amendment to the Spirit of Brandtjen Farm (SBF) Planned Unit Development (PUD)
District allowing a minimum 14 foot setback between twinhome buildings within
the SBF PUD consistent with the development standards established on Page 7.8 of
the SBF PUD Booklet subject to the following stipulation:
1. The twinhomes to be constructed on Lots 3-4, Block 1 and Lots 1-2, Block.
2 must be set back at least 20 feet from the adjacent existing two and three
family buildings, respectively, and the twinhome building to be
constructed on Lots 5 and 6, Block 3 shall be set back at least 19 feet from
the adjacent existing two family building.
