Planning Commission .Meeting Minutes
. MARCH 3, 2005
The March 3, 2005 Planning Commission meeting was called to order by Vice Chair
Drotning in the City Hall Council Chambers at 6:00 p.m.
Flag pledge and roll call of members:
Present: Pattee, Stolte, Drotning, Detjen, Grenz, Reuvers, Ex-officio Arvidson.
Absent: Swecker.
Staff Present: Frank Dempsey, Associate Planner; Allyn Kuennen, Associate
Planner; Jay Rubash, Assistant City Engineer; Andrea Poehler, Assistant City
Attorney; and Penny Brevig, Recording Secretary.
ITEM 3. APPROVAL OF MEETING MINUTES:
The February 3, 2005 Planning Commission meeting minutes were approved as
presented.
The February 3, 2005 Planning Commission work session notes were approved as
.presented.
ITEM 4. ANNOUNCEMENTS:
Mr. Dempsey indicated the following items were distributed to the Planning
Commission members and staff before tonight's meeting:
1. March 2, 2005 Parks, Recreation and Natural Resources Committee
meeting motions regarding the Chadwick Farm 2nd Addition final
plat, Spyglass 3rd Addition final plat, Creekside Business Park final
plat, and the 84 lumber First Addition preliminary and final plat.
Mr. Dempsey indicated that regarding consent agenda item 5c, Creekside Business
Park final plat, the park dedication fee in the planning report and the engineering
report will be revised to read $3,200.00 per acre rather than $3,520.00 per acre,
which is reflected in the Parks, Recreation and Natural Resources Committee
meeting motions.
ITEM 5. CONSENT AGENDA
05.13 Motion by Detjen, Second by Pattee to recommend to City Council approval of the
.March 3, 2005 Planning Commission Consent Agenda as follows:
A. Approve the application of D. R. Horton for the final plat of 61 single-
family lots to be known as Chadwick Farm 2nd Addition.

B. Approve the application of Laukka-Jarvis for the final plat of 56 single-
family lots to be known as Spyglass 3rd Addition.
C. Approve the application of APPRO Development for the final plat of 6
industrial lots to be known as Creekside Business Park.
Ayes: Pattee, Stolte, Drotning, Detjen, Grenz Reuvers.

ITEM 6. H4 LUMBER COMPANY
Vice Chair Drotning opened the public hearing to consider the request of 84
Lumber Company for a preliminary and final plat of one industrial lot to be known
as 84 Lumber First Addition, located west of Grenada Avenue and north of 220
Street. Assistant City Attorney Poehler attested that the legal notice had been duly
published in accordance with State Statutes and City Code.
Rick Cotter, the engineer for 84 Lumber Company was in attendance at tonight's
meeting to answer any questions that the Planning Commission or public. may
have. Mr. Cotter presented an overview of the project and the company's history.
This will be the first 84 Lumber Company warehouse/showroom in Minnesota.

Associate Planner Frank Dempsey presented the planning report. Mr. Dempsey
stated that representatives of 84 Lumber Company have submitted plans and
applications for a preliminary and final plat of one lot on one block to be known as
84 Lumber First Addition. He indicated that the developer proposes to construct a
warehouse with office and showroom space, along with outside storage of
construction materials.
Mr. Dempsey stated that the preliminary and final plat is required to combine the
two existing metes and bounds described parcels and to dedicate the Grenada
Avenue right-of-way adjacent to the property.
Mr. Dempsey stated that the lot exceeds the minimum iot area and minimum lot
width requirements of the Zoning Ordinance. He indicated that the site plan
complies with the lot size and building setback requirements of the Zoning
Ordinance.
Mr. Dempsey :stated that the sole proposed. driveway location onto Grenada
Avenue meets minimum access spacing guidelines. He indicated that 33 feet of the
west half road right-of-way will be dedicated for Grenada Avenue with the 84
Lumber First Addition final plat. Mr. Dempsey stated that a rail spur will be
constructed into the north side of the site.

Mr. Dempsey stated that the proposed 84 Lumber Company building will be
served with existing sanitary sewer and water utilities located adjacent to the
property. He indicated that there are no wetlands or significant trees located
within the 84 Lumber First Addition.
Mr. Dempsey indicated that outside storage is permitted in the I-2, General
Industrial District provided that. screening is installed adjacent to all public rights-
of-way. He stated that the screening plan includes a 7-foot tall earth berm with a
staggered row of 6-foot tall Black Hills Spruce adjacent to Grenada Avenue. Mr.
Dempsey stated that deciduous trees are also proposed to be planted adjacent to
the stormwater basins.
Mr. Dempsey stated that the 84 Lumber site requires 53 parking spaces. A total of
54 parking spaces-are proposed. He indicated that each of the proposed parking
spaces meets minimum width and length dimensions with minimum 24-foot wide
drive aisles.
Mr. Dempsey stated that a freestanding sign is not proposed. He indicated that
wall signs are identified on the building elevation plans. Only one sign is
• permitted because the site is not on a corner lot.
Mr. Dempsey stated that the lighting plans must be amended prior to City Council
consideration of the preliminary and final plat to show the required light shields,
degree of tilt on the yard lights and the foot candle level at the property lines.
Mr. Dempsey described the building exterior and building height. All buildings
.meet the minimum 50% required masonry requirements of the Zoning Ordinance.
He indicated a trash enclosure is being proposed for the 84 Lumber site. The trash
enclosure: will be built of masonry to match the building exterior and it will be
:gated.
Mr. Dempsey stated that should the Planning Commission recommend to the City
Council approval of the 84 Lumber First Addition preliminary and final plat,
Planning Department staff recommends approval subject to the 11 stipulations
listed in the February 25, 2005 planning report.
Vice Chair Drotning opened the hearing to the public for comment.
There were no comments from the audience.

05.14 Motion by Pattee, Second by Reuvers to close the public hearing afi 6:10 p.m.
Ayes: Stolte, Drotning, Detjen, Grenz, Reuvers, Pattee.
Nays: 0
Commissioner Stolte thought that this was a very good site layout with substantial
berming. He questioned whether the willow trees by the infiltration basin should
be planted somewhere else on the property. Mr. Rubash stated that these trees are
part of the South Creek Management Plan and are put there to promote infiltration.
He indicated that the willow trees will provide an environmental function.
Vice Chair Drotning explained the amount of effort that has been put forth to help
protect the South Creek Trout Stream and complimented the developer on their
efforts.
Vice Chair Drotning stated that he is seeing a trend with more extensive
landscaping in the Airlake Industrial Park and he indicated that additional
deciduous trees at the rear of the property and near the railroad would be beneficial
for screening the outdoor storage area and would not be a huge expense to the
developer. The developer agreed.
• Vice Chair Drotning wanted to inform the public that because the storage units
cannot be occupied, they are not included in the parking count. He recommended
that wording to this effect be included in the planning report.
The following amendment was recommended to Stipulation 4:
4. Berming, seeding and landscaping shall be installed according to the
approved landscape plan developed by Jacobson Engineers and
Surveyors and approved by the City Council. Trees shall be installed
on the north and west side of the_property consistent with the east
and south side. A source of irrigation shall be provided on the plans.
Automatic irrigation or a water spigot outside the building shall be
;provided. A security of $20,000.00 shall be submitted to guarantee
installation of the approved landscaping.
05.15 Motion by Stolte, 'Second by Pattee to recommend to City Council approval of the
preliminary and final plat of one industrial lotto be known as 84 Lumber First
Addition, located west of Grenada Avenue and north of 220 Street, subject to the
11 stipulations listed in the February 25, 2005 planning report, as amended.
Ayes: Drotning, Detjen, Grenz, Reuvers, Pattee, Stolte.
