Planning Commission Work Session
Thursday, May 3, 2005
Marion Conference Room
The Planning Commission work session commenced at 7:40 p.m. in the Marion
Conference Room at City Hall.
Commissioners Present: Kerrin Swecker, Karl Drotning, Dale Detjen, Gerry Grenz, and
Steve Pattee.
Staff Present: Planning Director Daryl Morey, Assistant City Engineer Jay Rubash, and
Planning Consultant Daniel Licht of NAC.
Also Present: Tip and Jake Enebak and Rob Wachholz representing Tradition
Development.
Mr. Wachholz presented a concept plan for the possible development of the adjacent
Winkler property as part of the Spirit of Brandtjen Farm PUD. The concept plan
proposes 39 single family lots and 52 attached townhouse units that would be
constructed by Cudd Builders. If purchased, the property would be incorporated into the
• Spirit of Brandtjen Farm PUD and homeowners association.
The Planning Commission was comfortable with the mixture of proposed single family
tots and townhouse units on the Winkler property provided the concept plan is
considered simultaneously with the Spirit of Brandtjen Farm preliminary plat and
provided the property is included in the Spirit of Brandtjen Farm PUD. This will allow
the location of the sanitary sewer line that will serve the Spirit of Brandtjen Farm
preliminary plat through the Winkler property to be determined prior to the
commencement of grading for Spirit of Brandtjen Farm.
The Planning Commission made the following additional comments related to the
concept plan:
• Connect the public streets within Spirit of Brandtjen Farm and the subject
property to provide internal street connections that would reduce vehicle trips on
the minor collector parkway.
• Align the proposed middle public street access to the minor collector parkway.
with one of the proposed public street accesses in Spirit of Brandtjen Farm.
• Eliminate the proposed head-in guest parking stalls off of the public streets.

The Planning Commission reiterated their comments, to the Tradition Development
representatives, related to the revised design of the Spirit of Brandtjen Farm
development proposed on the preliminary plat versus the concept plan approved in May
2004. The Planning Commission's comments on the Spirit of Brandtjen Farm
preliminary plat were as follows:
• Median breaks should not be provided for individual driveway accesses
consistent with the approved concept plan and work session discussions.
• Work to increase the boulevards to a minimum six-foot width consistent with the
images. portrayed in the colored work session booklets.
• Reduce the amount of bump out parking, where possible, and/or increase the
width of the local streets at their intersection with the minor collector parkway.
• Examine ways to move the proposed green areas away from the higher traffic
volume minor collector parkway consistent with the approved. concept plan.
• Explore alternatives to provide through alley connections instead of dead end
shared driveways.
The work session was adjourned at 8:50 p.m.
