HomeMy WebLinkAbout99-089 CITY OF LAKEVILLE DAKOTA COUNTY, MINNESOTA RESOLUTION Date April 12, 1999 Resolution 99-89 Motion By Mulvihill Seconded By sndt RESOLUTION REQUESTING SPECIAL LEGISLATION FACILITATING THE CHANGING OF MiTNICIPAL ELECTIONS FROM ODD-NUMBERED YEARS TO EVEN-NUMBERED YEARS WHEREAS, in response to comments by a citizen at the December 7, 1998 and December 21, 1998 regular Council meetings, the City of Lakeville undertook a study regarding changing its municipal elections from odd-numbered years to even-numbered years; and WHEREAS, fewer than 100 of the 853 cities in Minnesota conduct city elections in the odd-numbered years; and • WHEREAS, the Cit of Lakeville is the onl cit in Dakota Count that has odd- Y Y Y Y numbered year elections; WHEREAS, the Dakota County cities of Apple Valley, Burnsville, Eagan, Farmington, Hampton, Inver Grove Heights, Lilydale, Mendota Heights, Rosemount, and South St. Paul have previously changed their city election to even years; and WHEREAS, the cost of holding a separate odd-numbered year election is currently in excess of $13,000.00 and is increasing in expense due to many factors, including the compensation of election judges; and WHEREAS, election administration would be facilitated by a transition to even- numbered year elections; and WHEREAS, a recently completed survey indicates overwhelming public support for changing the municipal elections to even-numbered years (66 % support, 9 % oppose, 25 % unsure, Decision Resources Ltd. Survey Report, April 1999); and WHEREAS, existing state law provides fora 240 day delay in the effective date • of local election year transition ordinances; and 71811.oi RNK:04/16/99 WHEREAS, the City Council has determined that the most timely and efficient transition schedule would be to adopt an ordinance which includes moving the upcoming 1999 elections to the year 2000, and the 2001 election to 2002. WHEREAS, precedent exists in the City of Lakeville, and throughout Dakota County and the State of Minnesota for this transition. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lakeville hereby requests passage of special legislation authorizing the adoption of a city ordinance delaying the 1999 election until the year 2000, and the subsequent transition to even-numbered year city elections.
