RESOLUTION PROCEEDING WITH ESTABLISHMENT OF A
LAKEVILLE AREA ARTS CENTER
WHEREAS, within the next two years, the original All Saints campus in
downtown Lakeville is expected to become available for purchase; and
WHEREAS, many individuals and community groups, including the Downtown
Lakeville Business Association, have embraced the arts center concept as one of great
potential and benefit to the community; and
WHEREAS, the facility is envisioned to provide valuable educational, cultural
and other support amenities which would benefit Lakeville area residents, including
residents of existing/proposed senior housing projects; and
WHEREAS, according to a preliminary architectural survey, the original All
Saints Church (now known as Hart Hall), is structurally sound and would require
minimal renovations for conversion to an arts center.
NOW, THEREFORE, BE IT RESOLVED that in order to proceed with an arts
center project, the following steps must be taken:
1. Establish an Arts Center Advisory Committee
2. Authorize a Market Analysis to be completed by a professional firm
3. Authorize a Formal Appraisal of the original All Saints Campus, including land
and buildings
4. Receive 1999 Community Survey Results regarding support for and use of an arts
center in Lakeville
5. Conduct a Cost Benefit Analysis on remodeling the original All Saints buildings
6. Identify staffing needs and funding sources to enable the City to continue to
• coordinate the arts center endeavor
• 7. Authorize the City's bond counsel and tax increment financing consultant to
prepare a modification to the Southfork Tax Increment Financing District.
