Resolution No. 99-195 Motion By rtulvinill Seconded By Luick RESOLUTION AUTHORIZING THE LAKEVILLE HOCKEY ASSOCIATION CONSTRUCTION AND OPERATION OF A DRY LAND TRAINING AREA IN THE LAKEVII.LE AMES ICE ARENA WHEREAS, the Lakeville Hockey Association has requested construction of a dry land training area behind the bleachers in the Lakeville Ames Arena; and WHEREAS, the Lakeville Community Corporation supports the Lakeville Hockey Association construction and operation of a dry land training facility in the Lakeville Ames Arena; and WHEREAS, the Lakeville Hockey Association and Lakeville Community • Corporation have submitted the proposed Dry Land Training Area Use Policy. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Lakeville, Minnesota, that the Lakeville Hockey Association and the Lakeville Community Corporation are hereby authorized to construct a dry land training area in the Lakeville Ames Arena (a) in accordance with the plans and specifications as shown in Schedule A attached hereto; and (b) enforcement of the Dry Land Training Area Use Policy as shown in Schedule B a copy of which is attached hereto; and (c) obtaining the required building permits. APPROVED AND ADOPTED by the City Council of the City of Lakeville, Minnesota, this 7th day of September, 1999. These policies are established to ensure the safe use of the area, as well as attempting to minimize the distraction ice users may encounter. 1) The dry land training area will be managed in a similar manner as we manage the rental and use of ice time. Although at no charge to the LHA user. 2) The dry land training area may only be scheduled for use when the arena is planned to be open for other purposes. And when arena staff is in the building. 3) The dry land training area is available for use only by teams rostered with the Lakeville Hockey Association. 4) Scheduling of the dry land training azea will be done by one scheduling manager from the LHA. This schedule will be provided to the azena manager in writing. Scheduling must always be done at least 24 hours in advance of use. 5) The area may not be scheduled or used if any one of the following events is scheduled or taking place: • LHS Boys Varsity games/scrimmages • LHS Boys Junior Varsity games/scrimmages • LHS Girls Varsity games/scrimmages • LHA sponsored tournaments 6) The dry land training azea will be locked when not in use. 7) Access to the dry land training azea maybe gained when a rostered coach of the team scheduled exchanges his or her car keys for the keys to the azea. 8) When LHA players are in the area-they must be under the direct and active supervision of their LHA coaches. 9) There cannot be more then six. (6) players per coach in the azea at any one time. 10) There may not be more than one team in the azea at one time. 11) Damage to the azena property, as a result of dry land training, must be reported to the arena staff immediately. 12) Injuries to players or coaches, as a result of dry land training, must be reported to the azena staff immediately. 13) Dry land training must be restricted to the dry land training azea. 14) All equipment and training stations may only be used as described and documented by the LHA Hockey Development Coordinator. 15) When the players and coaches leave the area, it must be locked and the keys returned to the arena office. _ 16) The LHA is responsible to maintain the dry land training azea in an organized manner. - 17)The azena staff is responsible for basic cleaning of the dry land training area floors and the space under the bleachers. 18) There will no food or drink allowed in the dry land training area. The LHA and coaches present will be responsible for enforcing this policy.
