RESOLUTION RECEIVING THE STATEMENT OF PRINCIPLES
AND POTENTIAL APPROACHES, AND DIRECTING CITY STAFF
TO DEVELOP A MANAGEMENT PLAN FOR
SOUTH CREEK TROUT STREAM
WHEREAS, the Minnesota Department of Natural Resources (MnDNR) had
previously designated portions of the Vermillion River and portions of its tributaries,
including portions of South Creek, and in 1996 extended the designation to portions of
South Creek and its tributaries, located within the City of Lakeville, as special
management public waters trout streams; and
• WHEREAS, following the recent expanded designation by MnDNR, the City in
1997 and 1998 conducted studies of the trout stream and related development issues; and
WHEREAS, a special subcommittee, comprised of members of the City's
Economic Development Commission and Environmental Affairs Committee, studied the
reports, the MnDNR trout management program, efforts of other cities that host trout
streams, and other relevant matters; and
WHEREAS, following this process the subcommittee adopted a Statement of
Principles and Potential Approaches regarding South Creek; and
WHEREAS, one of the potential approaches identified and recommended by the
subcommittee is the development of an integrated management plan for the South Creek
Trout Stream; and
WHEREAS, on June 15, 1999, the Economic Development Commission and the
Environmental Affairs Committee adopted Resolution No. 99.01 requesting the City
Council to receive the Statement of Principles and Potential Approaches, and to direct
.City Staff to develop a management plan for the South Creek Trout Stream.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
• Lakeville, Minnesota that:
1. The attached Statement of Principles and Potential Approaches regarding
South Creek is hereby accepted and approved.
2. City Staff is directed to develop a work plan and take appropriate action to
prepare a comprehensive and integrated management plan which would
allow industrial development within the South Creek Watershed while
continuing to protect South Creek's trout habitat. This management plan
shall be developed consistent with the Statement of Principles, as well as
other established City plans and goals.
ADOPTED this 6th day of July , 1999, by the City Council of the
City of Lakeville, Minnesota.
