ADOPTING THE COUNTY HIGHWAY 42 CORRIDOR STUDY
AS A REGIONAL BLUEPRINT
WHEREAS, a draft final report has been prepared for the County Road 42 Corridor Study; and
WHEREAS, the City of Lakeville was requested to participate on the Advisory and Technical
Committees throughout the study process; and
WHEREAS, the findings of fact include several recommendations including:
• that County Road 42 retain principal arterial status
• whereas several new supporting roadways are recommended
• whereas a need is identified for another principal arterial located four to six miles
south of County Road 42 (CSAH 60/CSAH 70 through Lakeville).
WHEREAS, the westerly extension of CR 46 through Murphy-Hanrehan Regional Park Reserve
was not considered to be part of the recommended supporting roadway system due to
environmental impacts in the park and opposition of several governmental agencies; and
WHEREAS, it is recommended that the cities adopt the County Road 42 corridor as a blueprint
for safety, economic development/land use, supporting roadways, access and mobility; and
WHEREAS, the location of a new east-west route to serve regional movement in Scott and
Dakota Counties is still unresolved but a future alignment may go through Lakeville. This is a
crucial missing piece of the regional system and one that must be resolvedrelatively soon, given
the expected pace of new growth. The City must be an active partner in the County's assessment
of options early next year to insure compatibility with existing and projected land use; and
WHEREAS, Dakota County has programmed in their draft 1999-2003 Capital Improvement
Program, $300,000 in the year 2000 for a Central County Sub Area Study from the West County
line to TH 316.
NOW, THEREFORE, BE IT RESOLVED, that the City adopts the: final draft County Road 42
.corridor study as a regional blueprint as presented.
AND BE IT FURTHER RESOLVED THAT;
• The City of Lakeville thanks Dakota County for our participation in the process and
their willingness to address issues.
• The City appreciates the deletion of the extension of CR 46 through Murphy
Hanrehan Regional Park Reserve as a supporting roadway.
• The City of Lakeville partner with Dakota County in the Central County Sub Area
Study and request that this study be moved from the year 2000 to 1999 and that the
City and County work collectively to purse official mapping to preserve right of way
and pursue regional funding.
