HomeMy WebLinkAbout98-252 CITY OF LAKEVILLE RESOLUTION DATE: December 7 , 1998 RESOLUTION NO: 98-252 MOTION BY: Mulvihill SECONDED BY: Holberg RESOLUTION SETTING STREET ASSESSMENT POLICY (RATES) FOR COLLECTOR AND ARTERIAL ROADWAYS FOR 1999 BE IT RESOLVED that the benefit be determined by the following methods: A. Properties which abut directly upon collector and arterial roadway improvements shall be assessed a frontage benefit rate dependent upon the type of improvement being installed as follows: 1. Residential properties which abut upon an urban street section may be assessed at a rate of $51.15 per front foot for street and storm sewer lateral benefits. Residential properties which abut a rural street section may be assessed at a rate of $29.70 per front foot for street and lateral drainage benefits. Expense for acquiring public right- of-way and easements may be assessed on a front foot basis in addition to standard rates for street and lateral drainage benefits. 2. Platted* residential properties which abut collector and arterial roadways and front upon another platted street shall be assessed for only one-half of the actual frontage on the collector and arterial roadway and for the full frontage on the interior platted street. 3. Properties which are zoned for commercial or industrial development shall be assessed at a rate of 1.5 times the frontage rate given in A.1. for the frontage which abuts a collector and arterial roadway. Properties zoned for commercial or industrial uses, but which have an existing residential use shall be assessed under the residential policies. 4. Platted residential properties without utility service shall be adjusted to be comparable to normally platted residential lots. The actual frontage footage shall be reduced by 50% to adjust the front footage to a maximum of 175 feet or a minimum of 100 feet. These properties shall be assessed on the basis of this adjusted front footage and the rates of A.1. w B. Properties which abut directly upon a collector and arterial roadway improvement shall receive driveway access in accordance to City Ordinance No. 610 relating to the regulation of driveway access spacing. Driveway location design and spacing shall be subject to approval by the City. Access will be provided within the rates of paragraph A.1., without additional cost to the property. (*A platted lot is defined as a City approved single family residential lot less than an acre in area.) APPROVED AND ADOPTED by the City Council of the City of Lakeville, Minnesota, this 7th day of December, 1998, to be effective January 1, 1999.
