DATE: March 3, 1997 RESOLUTION NO: 97-37 MOTION BY: Holberg SECONDED BY: Mulvihill RESOLUTION EXEMPTING NOISE MITIGATION REQUIREMENTS FOR RECONSTRUCTION OF PILOT KNOB ROAD (CSAH 31) CITY OF LAKEVILLE IMPROVEMENT PROJECT 95-4 WHEREAS, the City of Lakeville, along with the Dakota County Highway Department, plans to reconstruct Pilot Knob Road, CSAH 31 (CP 31-31) from one-quarter mile north of 170th • Street southerly to CSAH 50 in the City of Farmington; and WHEREAS, the existing CSAH 31 is congested and in much need of safety improvement; and WHEREAS, the existing roadway already exceeds State guidelines for noise standards; and WHEREAS, reconstruction of CSAH 31 will not result in a noticeable change in existing noise; and WHEREAS, the construction of noise mitigation measures adjacent to Countryview Mobile Home Park and North Creek Mobile Home Park will make the project financially unfeasible; and WHEREAS, the owners of Countryview Mobile Home Park and North Creek Mobile Home Park have both expressed support to reconstruct the road as a safety project without the construction of sound barriers. • NOW, THEREFORE, BE IT RESOLVED that the City of Lakeville requests the Minnesota Department of Transportation and the Metropolitan Pollution Control Agency to grant the Dakota County Highway Department and the City of Lakeville an exemption from noise mitigation requirements for the reconstruction of CSAH 31 from 170th Street to CSAH 50 (CP 31-31).
