RESOLUTION DECLARING SUPPORT FOR ACQUISITION
OF UNUSED CANADIAN PACIFIC (CP) RAILROAD CORRIDOR
THROUGH LAKEVILLE, BURNSVILLE AND SAVAGE
WHEREAS, the Canadian Pacific (CP) Railroad owns a rail line and corridor
throughout the cities of Lakeville, Burnsville and Savage; and
WHEREAS, this rail line and corridor is not currently being used, nor has it been
used for railroad purposes during the past two years and has only been utilized on limited
occasions in previous years; and
WHEREAS, the cities of Lakeville, Burnsville and Savage are not aware of any
• current plans for abandonment or sale of the rail line and corridor; and
WHEREAS, the Dakota County Rail Authority, the Scott County Rai Authority
and other interested parties may have the interest and resources to pursue corridor acquisition,
or other long term improvements to the railroad corridor; and
WHEREAS, representatives of the Cities of Lakeville, Burnsville and Savage have
met with representatives of Minnesota Department of Transportation, Dakota County Rail
Authority and Scott County Rail Authority to explore mutual interests surrounding the
currently unused CP Railroad Corridor; and
WHEREAS, the following key interests of the three communities have been
identified:
1) Elimination of road access constraints, bridge dilapidation, and general blight
conditions of the corridor within the Hamilton District of Savage, the historic
center of the community;
2) Implementation of a recreation trail within the railroad corridor;
3) Elimination of safety issues created by the railroad because of at-grade crossings
within the communities and the dilapidated state of the rail infrastructure;
4) Elimination of transportation conflicts, delay and other quality of life
• consequences of the rail line; and
S) Exploration of possible passenger service on a renovated railroad line.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of
Lakeville hereby declares support for the acquisition of the currently unused Canadian Pacific
rail line and corridor through Lakeville, Burnsville and Savage for principal use as a recreational
trail.
BE IT FURTHER RESOLVED that if the line cannot be acquired for principal
use as a recreational trail, then the three cities support an effort to secure appropriate resources
for addressing the detrimental consequences of the rail line and corridor within the three
communities; and
BE IT FURTHER RESOLVED that if the line cannot be acquired for principal
use as a recreational trail, the three cities support efforts to explore potential development of
passenger rail service on the line and within the corridor; and
BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to
the Canadian Pacific Railroad, the Dakota County Rail Authority, Scott County Rail Authority,
Minnesota Department of Transportation, the Minnesota Department of Natural Resources,
the Transportation Advisory Board and the state and federal legislative delegations representing
the three cities.
