HomeMy WebLinkAbout97-157 • CITY OF LAKEVILLE RESOLUTION Date July 7, 1997 Resolution No. 97-157 Motion By sindt Seconded By Mulvihill RESOLUTION ADOPTING A CAPITAL IMPROVEMENT PROGRAM FOR 1997 - 2001 A. Minn. Stat. 473.858 et sec . requires the City to adopt a comprehensive plan including a capital improvement program. B. Pursuant to the requirements of Minn. Stat. 462.356 the Planning Commission reviewed the capital improvement program. C. The capital .improvement program is consistent with and supports the City's comprehensive plan including the land use plan, transportation plan, and sewer and water plans. D. .The capital improvement program implements the growth management strategies developed by the Growth Management Task Force and approved by the City Council. E. The capital improvement program allocates limited resources to provide needed public infrastructure in an orderly manner. F. Development activity that requires publicly financed infrastructure not programmed in the capital improvement program will be deemed to be premature under Section 20-2-4 of the City Code. G. The capital improvement program places the highest priority on financing improvements needed for safety and enhancing water quality. H. The capital improvement program identifies certain parkways .and major thoroughfares for construction by the City because these transportation links are of community wide importance. Since the need for most minor thoroughfares and minor collectors is created by local development, the City will generally not participate in financing the construction of such streets. The local development that generates the demand for the construction of such streets will be required to pay for it. • NOW, THEREFORE, BE IT RESOLVED BY THE LAKEVILLE CITY COUNCIL: The City's capital improvement program entitled "City of Lakeville Capital Improvement Plan for 1997-2001" is adopted.
