HomeMy WebLinkAbout96-137 S CITY OF LAKEVILLE RESOLUTION DATE August 19, 1996 RESOLUTION NO. 96-137 MOTION BY xolberg SECONDED BY Mulvihill RESOLUTION REQUESTING METROPOLITAN COUNCIL REVIEW OF THE COMPREHENSIVE PLAN REFERRALS BY CREDIT RIVER AND NEW MARKET TOWNSHIPS TO ENSURE COMPLIANCE WITH THE REGIONAL BLUEPRINT WHEREAS, Credit River and New Market Townships have proposed zoning actions which would allow suburban type development (2.5 acres per unit) in unserviced rural areas; and WHEREAS, the Metropolitan Council has determined that such action by Credit River and New Market Townships is inconsistent with the Regional Blueprint and the Scott County Comprehensive Plan and has returned the zoning proposal back to the • respective townships for resolution of the inconsistencies; and WHEREAS, the City of Lakeville has a shared common boundary with Credit River and New Market Townships; and WHEREAS, the City of Lakeville has maintained ten (10) acre minimum lot sizes in areas of the City without public sewer since approval of the Metropolitan Development Framework; and WHEREAS, the City of Lakeville has analyzed the zoning proposals of Credit River and New Market Townships as documented in Northwest Associated Consultants, Inc.'s report dated 25 July 1996 and has found significant negative impacts upon the City in the areas of transportation, water quality, storm drainage, sanitary sewer, public safety, park and recreation, and public education. NOW THEREFORE BE IT RESOLVED by the Lakeville City Council that: 1. The Metropolitan Council is encouraged to monitor the actions of Scott County, Credit River Township and New Market Township to ensure compliance with the policies of the Regional Blueprint. • 2. The Metropolitan Council is urged to take a proactive approach to address the problems associated with the potential of suburban scale development in • ' • ural areas of the Twin Cities region which should include, but not be limited to, orderly annexation of areas which are or may become suburban in character. 3. The staff of the City of Lakeville is directed to initiate action to ensure compliance on the part of Credit River and New Market Townships with the Regional Blueprint and to minimize the negative impacts referenced above which would result if the Townships proceed further with the suburban scale developments.
