RESOLUTION ACCEPTING BIDS AND AWARDING CONTRACT FOR THE
1994 PARK BOND REFERENDUM PHASE TWO PROJECTS
WHEREAS, the City of Lakeville has taken sealed bids on May 29, 1996 for
Phase Two Park Bond Referendum projects for the purpose of constructing King Athletic
Complex, McGuire South Soccer Complex, Highview Heights Neighborhood Park, Cherry
View Neighborhood Park and MeadowBrook Neighborhood Park; and
WHEREAS, the lowest responsible base bid for the project was received from
• Friedges, Inc.; and
WHEREAS, the City of Lakeville deems it necessary and cost effective to
authorize approval of Add Alternates as recommended in a memorandum dated May 30,
1996 to the Lakeville City Council by Parks and Recreation Director Steve Michaud and
attached as "Attachment A."
NOW THEREFORE BE IT RESOLVED that the City Council hereby receives the
Summation of Bids and awards the base bid and Add Alternates (Attachment A) to Friedges,
Inc. for Phase Two Park Bond projects described above in the amount of $815,007.88.
APPROVED AND ADOPTED by the Lakeville City Council this 3rd day of June,
1996.

SUBJECT: RECEIVE PHASE TWO BOND REFERENDUM BIDS AND AWARD
CONTRACT
The City of Lakeville received three bids on May 29, 1996 for the Phase Two Bond projects.
Phase Two consists of constructing King Athletic Complex, the South soccer complex, Cherry
View Neighborhood Park and Highview Heights Neighborhood Park. The bid results were as
follows:

After a detailed review of the various bids including alternates, staff would like to recommend
City Council award the following base bids and add alternates to Friedges, Inc. A project
summary is as follows:

King Athletic Complex:
BASE BID: Construction of four baseball fields; two with 90' infields 238,524.50
and two with 75' infields
Deduct -Deletion of approximately 12 acres of seeding due to sod (10,200.00)
installation will result in a deduction.
AWARD ADD ALTERNATES AS FOLLOWS:
1. Sod outfields of A, B, C & D. 28,731.15
2. Furnish and install six-foot high chain link fence around outside edge 6,000.00
of concrete pad for fields A, B, C and D.
3. Furnish and install six-foot high fence gates for fields A, 6, C & D. 2,800.00
4. Furnish and install player benches for fields A, B C & D 6,800.00
5. Construct four-inch reinforced concrete pads for player benches on 12,000.00
fields A, B, C and D.
6. Complete construction of four additional fields E, F, G and H, 80,012.00
including concrete maintenance strip, four-inch aglime infield, clay
pitcher's mound, eight-foot high chain link fence, 20-foot high
backstop fence, infield sodding, and foul poles.
7. Install outfield sod on fields E, F, G and H 28,731.15
8. Furnish and install six-foot high chain link fence around outside edge 6,600.00
of concrete pad for fields E, F, G and H.
9. Furnish and install six-foot high fence gates for fields E, F, G & H. 2,800.00
10. Furnish and install player's benches for fields E, F, G & H. 6,800.00
11. Construct four-inch reinforced concrete pad for players benches for 12,000.00
field E, F, G and H.
12. Expansion of parking lot 25,000.00
TOTAL 446,598.00
The base bid for the King property included building four baseball fields and rough grading for
the remaining four fields. The base bid including the alternates will result in an athletic complex
consisting of eight ballfields, parking lot, and associated trails.
The expansion of the parking lot to accommodate the four additional fields was not
included in the specifications. Based on a preliminary estimate to expand the parking to
full capacity, it has been estimated to cost $25,000 (see line item #12 above.) We have
made contact with Friedges, Inc. and have received a letter confirming that Friedges, Inc.
will complete the parking lot expansion using unit costs in the original bid. That letter is
attached for your review.
Add alternates #30 and #36 include furnishing and installing player benches for all eight
baseball fields which will cost $13,600. Staff has contacted Lakeville Baseball Association and
received a verbal commitment that they would pay for benches on all eight fields. A letter of
commitment has been requested which will be prepared prior to the City Council meeting of
June 3, 1996. Our intent is to receive the donation prior to completion of the project.

• McGuire Athletic Com lex:
1. Award base bid to construct three soccer fields and parking lot 36,339.00
The base bid for the McGuire South Soccer Complex included the construction of three soccer
fields and a parking lot.
Highview Heights Neighborhood Park:
1. BASE BID 87,846.79
2. Add Alternate: Furnish and install playground unit as specified 53,744.00
Total amount to be awarded 141,590.79
Award of the base bid and playground add alternate will construct a neighborhood park
consisting of complete grading and seeding, parking lot, hard court surface area with basketball
standard, neighborhood ballfield, playground, skating areas with associated lighting, electrical
supply system and trails.
Cherry View Neighborhood Park:
1. BASE BID 131,619.29
2. Add alternate: Furnish and install playground unit as specified 57,260.00
Total amount to be awarded 188,879.29
Award of the base bid and playground add alternate will construct a neighborhood park
consisting of complete grading and seeding, parking lot, hard court surface area with basketball
standard, neighborhood ballfield, playground, skating areas and associated lighting, electrical
supply system and trails.
Approximately $35,897.50 of the Cherry View Park base bid will be funded from the storm fund
for the construction of a regional storm holding pond and associated pipe.
MeadowBrook School/Park Complex:
Add alternate #61 will furnish and install a lighting system for both the hockey rink and pleasure
skating area and associated electrical systems which will cost $26,000. Savings from both
neighborhood parks is $14,287. The difference of $11,713 can be realized from bond fund
interest earnings. Staff is therefore recommending City Council award add alternate#61 to light
the MeadowBrook school/park complex skating facility.

Other Issues•
The staff will pursue the cost for installation of a temporary water source to allow the contractor
to maintain the new sod. Funding to be provided from the remaining $32,363 budget.
Recommendation:
Staff is recommending City Council award all Phase Two bond projects as described above to
Friedges, Inc., in the amount of $839,407.88 and authorize the Mayor and City Clerk to sign the
appropriate contracts. If City Council has any questions concerning these projects, please do not
hesitate to contact me.
