HomeMy WebLinkAbout95-029 • CITY OF LAKEVILLE RESOLUTION DATE: February 21, 1995 RESOLUTIONNO.: 95-29 MOTION BY Harvey SECONDED BY: Johnson RESOLUTION ESTABLISHING THE MEALS ON WHEELS ADVISORY COMMITTEE FOR THE CITY OF LAKEVII.LE BE IT HEREBY RESOLVED that the City Council of Lakeville establishes the Meals on Wheels Committee as an advisory body pursuant to the following: I. COMMITTEE ESTABLISHED: The Meals on Wheels Advisory Committee shall advise the Parks and Recreation Director and Senior Coordinator on matters pertaining to the Meals on Wheels • program operating within the Lakeville area. II: PURPOSE AND SCOPE: The purpose of the Meals on Wheels Advisory Committee is to ensure the delivery of nutritious meals to homebound seniors and handicapped individuals within the Lakeville area. The Meals on Wheel Advisory Committee shall concern itself with issues including, but not limited to, coordination of volunteer drivers, quality, nutrition, and cost of meals, and efficiency of meal delivery. III. MEMBERSHIP: The Meals on Wheels Advisory Committee shall be made up of five (5) senior citizen representatives, appointed by the City Council for terms of two years; the Senior Coordinator; and the Meals on Wheels Coordinator. Three terms shall expire in odd-numbered years and two terms shall expire in even-numbered years. Attachment A contains 1995 recommended committee members. Iv. ORGANIZATION: Organizational Meeting: The March meeting of each odd-numbered year shall be an organizational meeting at which time the members shall elect from among them • a chairperson, vice-chairperson and secretary to serve for a period of one year. A. No one shall serve as chairperson for consecutive two-year terms. B. Chairperson. The chairperson shall assign specific tasks to members of the committee as deemed necessary. C. Vice-chairperson. The Vice-chairperson shall preside over meetings in the absence of the chairperson. D. Secretary. The secretary shall record meeting minutes. V. DUTIES AND RESPONSIBILITIES: The duties and responsibilities of the Meals on Wheels Advisory Committee are as follows: A. To advise the City Council on all matters concerning Meals on Wheels and such other matters as the City Council may direct. General concerns and responsibilities are outlined as follows: 1. Meal Preparation: a. Selection of a business or facility for preparation of meals. b. Review nutritional guidelines established by Ramsey Action Program. c. Review equipment used and guidelines established to ensure meals are delivered at the proper temperature. • 2. Volunteer Drivers: a. Recognition of volunteer drivers. b. Evaluation of routes. 3. Funding: a. Review annual budget. b. Evaluate donations and revenues. c. Review meal costs. B. To keep informed about the activities of other local Meals on Wheels programs, County programs and State programs; to maintain effective liaison with these groups; and to advise them of the activities. and concerns of the Meals on Wheels Advisory Committee. C. To attend seminars and workshops that will keep committee members abreast of current issues involving the Meals on Wheels program. VI. MEETINGS: A. Date and Time: Meetings shall be held at 10:00 AM the first Tuesday of March and September. Additional meetings maybe scheduled if necessary. • B. Meetings shall be held at the Lakeville Senior Center, 20732 Holt Avenue, Lakeville. C. Quorum. A quorum shall consist of four appointed members, or in the event of unfilled appointments, a simple majority of the number of duly appointed and sworn members. A quorum shall be necessary to conduct regular meetings. D. Conduct of Meetings. Robert's Rules of Order, Revised, shall govern the conduct of meetings except where these rules shall conflict. In the event of conflict, these rules shall take precedence. E. Minutes of Meetings. The Meals on Wheels Advisory .Committee secretary shall keep minutes of each meeting and distribute minutes of the previous meeting and a copy of the next agenda to each member prior to the next meeting. VII. ATTENDANCE AT MEETINGS: A. Regular Attendance. Regular attendance at meetings by all members is necessary if the committee is to effectively discharge its duties and responsibilities. It is incumbent upon each member to attend regularly. If a member finds that he or she cannot attend regularly, the member should, of his/her own volition, either ask for leave of absence or resign. • B.
