RESOLUTION ABOLISHING THE POSITION
OF ENVIRONMENTAL RE80URCE8 AND PUBLIC WORRS DIRECTOR
AND CREATING THE POSITIONS OF
ENVIRONMENTAL RESOURCES DIRECTOR AND
DIRECTOR OF OPERATIONS AND MAINTENANCE
WHEREAS, the City of Lakeville is one of the most
rapidly growing cities in the State of Minnesota; and
WHEREAS, the current City organizational structure
was redefined at a time when it was determined that a greater
emphasis was needed to be placed on economic development and
environmental protection in concert with community. development;
and
WHEREAS, the current position of Environmental
Resources and Public Works Director initially achieved the
expectations as outlined in Resolution No. 90-55; and
WHEREAS, the City's rapid growth, increasing work
load and technical responsibilities are self-evident. as
demonstrated by the 1994 project listing attached hereto as
Exhibit "A"; and
WHEREAS, it is deemed in the public's best interest
to increase the emphasis and accountability on Environmental
Resource programs through heightened communications and
• services; and
WHEREAS, there is a need to focus greater attention
on the management, supervision and coordination of the street
and utility department activities which includes oversight of
the city's physical. facilities and responsibility for fleet
management, including computerization of vehicle maintenance;
and
WHEREAS, it is deemed to be in the best interest of
the organization and the community to separate the functions of
Environmental Resources and Public Works; and
WHEREAS, the functions of Engineering and Public
Works share a common purpose and objective. as they relate to the
design, construction and ongoing maintenance of the City's
infrastructure, the City will consider, at a future date, the
possibility of combining these departments into one; and
WHEREAS, the City's Personnel Committee has reviewed
and endorsed the reorganization plan proposed by the City
Administrator.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Lakeville:
1. There is hereby created the position of
Environmental Resources Director who shall report directly to
the City Administrator. The Director shall be responsible for
the following city functions: water management organizations
coordination, liaison to Environmental Affairs Committee, storm
water utility fund programs, city zoning ordinance enforcement,
street lighting system, and utility and street permits. The
organizational chart is attached hereto as Exhibit "B".
2. The position of Planning Assistant/Zoning
• Enforcement/Recycling Coordinator is redefined as Administrative
Assistant/Recycling Coordinator, thereby eliminating
responsibility for zoning enforcement. The position will be
under the immediate supervision of the City Administrator and
shall continue to act as liaison to the Environmental Affairs
Committee and coordinate the administration of the city's
recycling programs. Additional administrative duties and
responsibilities will be assigned by the City Administrator.
3. There is hereby created the position of Director
of Operations and Maintenance who shall report directly to the
City Administrator. The Director shall be responsible for the
following functions: streets, utility (water and sewer), fleet
management, and physical facilities. The organizational chart
is attached hereto as Exhibit "C".
4. The City Administrator is directed to conduct a
search for the position of Director of Operations and
Maintenance.
ADOPTED this 18th day of April, 1994, by the City
Council of the City of Lakeville.
