HomeMy WebLinkAbout07-15-96 • CITY OF LAKEVILLE COUNCIL MEETING JULY 15, 1996 The meeting was called to order at 7:00 p.m. by Mayor Zaun. The pledge of allegiance to the flag was given. Roll call was taken. Present: Councilmembers Johnson, Sindt, Mulvihill, Holberg and Mayor Zaun. Also present: R. Knutson, City Attorney; B. Erickson, City Administrator; K. Nelson, City Engineer; M. Sobota, Community & Economic Development Director; D. Krings, Chief Building Official; R. Brekken, Recreation Program Supervisor; Lt. D. Bellows, Police Department; C. Friedges, City Clerk. STAFF ANNOUNCEMENTS ATTORNEY: None ENGINEER: Mr. Nelson asked the Council to consider, under New Business, a resolution authorizing SRF to conduct traffic studies at Ipava Avenue and • County Road 46 and at 170th Street and CSAH 31 (Pilot Knob Road) to determine whether traffic signals are warranted at these intersections. ADMINISTRATOR: Mr. Erickson stated that five additional letters were submitted since the July 1st Council meeting regarding the sealcoating of Jonray Court. He recommended the Council receive these letters under Unfinished Business. Recreation Program Supervisor, Renee Brekken, presented the June monthly Parks &"Recreation Department report. Lieutenant Bellows presented the June monthly Police Department report. PRESENTATIONSlINTRODUCTIONS Lieutenant Bellows introduced Police Officers Doyle Cockrell and John Kornmann, along with members of their families. Mayor Zaun administered the oaths of office to the two new police officers. Chief Building Official Dave Krings introduced the new Building Inspector, Brian Pierce. • CITIZENS' COMMENTS CITY OF LAKEVILLE COUNCIL MEETING JULY 15, 1996 PAGE 2 • Dr. Carl Wahlstrom addressed the City Council on behalf of ISD 194 and expressed the School District's gratitude to the City for its participation in the Secondary School Facilities Task Force. Mr. William Garlke, 8570 West 208th Street, stated that he was denied access to his home because of streets being closed for the Pan-O-Prog parade. He submitted a letter which outlined the details of his incident involving a Lakeville police officer (letter on file in the City Clerk's office). Mayor Zaun told Mr. Garlke that staff will investigate the incident and respond to his questions. CONSENT AGENDA 96.123 Motion was made by Johnson, seconded by Holberg to approve the consent agenda items as follows: a. Claims for payment. b. June Investment Report. c. Receive minutes of the June 25,1.996, Economic Development Commission meeting. d. Resolution No. 96-118 awarding contract for District 2A, Phase II, sealcoating, Improvement Project 95-7. e. Wetland Replacement Plan for Pilot Knob Road reconstruction from 170th Street West to Farmington, Improvement Project 95-4. f. Change Order No. 1 to Keys Well Drilling Company for Well No. 11, Improvement Project 95-2. g. Change Order No. 1 for King Park. h. Agreements with John & Diane Alabach, 10733-202nd Street West, and Wallace & Ardyce Potter, 10725-202nd Street West, for the installation of grinder pump lift stations. i. Agreement with Steven and Patricia Dakokios, 18097 Jamaica Path, for a booster pump. • j. Approve Wetland Replacement Plan for Gateway Development. Ayes, Johnson, Zaun, Sindt, Mulvihill, Holberg. UNFINISHED BUSINESS 96.124 Motion was made by Sindt, seconded by Mulvihill to receive letters from the following residents regarding the sealcoating of Jonray Court: • Warne family, 10383-167th Street W. • Bettenhausen family, 16835 Javelin Avenue • Boeke family, 16640 Kentucky Avenue • .Dietz family, 10369-167th Street W. • Snyder family, 10460-167th Street W. Roll call was taken on the motion. Ayes, Zaun, Sindt, Mulvihill, Holberg, Johnson. • NEW BUSINESS 96.125 Motion was made by Mulvihill, seconded by Johnson to approve Resolution No. ~-119 authorizing SRF to prepare a traffic study to determine if warrants exist for signals at the intersections of Ipava Avenue at County Road 46 and 170th Street at CSAH 31 (Pilot Knob Road). Roll call was taken on the motion. Ayes, Sindt, Mulvihill, Holberg, Johnson, Zaun.
