A RESOLUTION ESTABLISHING RULES AND RENTAL FEES FOR
USE OF CITY PARKS AND PROPERTY
WHEREAS, the City has a need to establish a rules and rental fees schedule
for use of City parks,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Lakeville
that the following policy of the City as set forth below shall be adopted:
A. FIELD /ATHLETIC FACILITY RENTALS
1. SOFTBALL/BASEBALL ATHLETIC COMPLEX:
a. Tournament fees for a Lakeville team currently participating in
a Lakeville adult softball league shall be $150.00.
b. Fees for all other groups with the exception of those listed
• below shall be as follows:
1-16 teams 250.00
17-24 teams 275.00
25-32 teams 300.00
33-40 teams 325.00
41-48 teams 350.00
c. When reserving Lakeville pparks and recreation facilities,
athletic tournament sponsors w11 be required to, provide proof of
eneral liability insurance coverage at a mimmum amount of
600,000 for property damage and bodily injury listin the City
of Lakeville as an additional insured on the policy . tournament
sponsor will also be required to sign a facil2ty usage release
and indemnification agreement.
d. All tournaments will be governed by MRPA rules and regulations.
All tournaments will also adhere to Lakeville rules and
regulations governing park department facilities.
e. All tournament sponsors are required to submit a $100.00 security
deposit at the time the application is submitted. The designated
park rental fee is due two weeks prior to the scheduled event.
f. The following annual softball tournaments will be exempt from the
above fee:
1. The Lakeville Jaycee tournament
S 2. The Lakeville Lions tournament
3. The Pan-O-Prog tournament
4. Park and Recreation Department sponsored tournaments.
g. Each tournament and sponsor shall abide by the attached rules and
fees and a written agreement shall be executed between the sponsor
and the City, setting forth the fee and terms for the use of the
dark. The attached rules and regulations are identified as
EXHIBIT A" .

3. SOCCER FIELD: $35.00 per field per day
Special soccer field striping cost:
5 gal. paint $30.00
1 worker hour 20.00
Total fee for special striping: 50.00
Special field striping will be done by the
Park Maintenance Dept. if time is available.
4. TENNIS COURT: $35.00 per court per day
5. ICE RINK: 35.00 per rink per day
9.00 per site pper hour for reservations
outside of regular hours of operation
$5.00 per rink per hour for lights
6. The following ,groups will. pay no fees but are required to submit a
security deposit:. Lakeville Athletic Association,. Rosemount Area
Athletic Association, and nonprofit organizations within Lakeville city
limits. Proof of non-profit status is required.
B. SHELTER /BUILDING RENTAL
1. The following fees have been established for gazebo/shelter rental:
Resident -Private 25.00 per day
Nonresident -Private 50.00 per day
Lakeville Business
Up to 50 people 50.00 per day
S I to 100 eople 75.00 per day
101 to 20~ eople 100.00 per day
Over 200 (~00 maximum) 125.00 per day
Non-Lakeville Business:
Up to 50 people 100.00 per day
S I to 100 ppeople 150.00 per day
101 to 20Q ppeople 200.00 per day
Over 200 (400 maximum) 250.00 per day
2. The above fees will also a~ppply to .rental of meeting rooms at North Park
and Foxborough Park. Reservation of these rooms will be limited to
groups of 40 persons or less.
3. Churches whose membership consists of Lakeville residents will be
considered "Resident-Private" groups.

5. Independent School District # 194, Parkview Elementary, RAAA, LAA,
nonprofit, civic organizations and City of Lakeville employee
organizations are fee exempt.
6. A $100.00 security deposit will be required of all groups reserving
space in the ,parks with the exception of non~pprofit youth orgaruza-
tions (i.e., Girl Scouts, Boy Scouts, LAA, RAAA).. The deposit is
due when making the reservation. The facility will be inspected
immediately after the event and provided there are no damages, the
deposit will be returned promptly.
7. Parks classified as "Neighborhood Parks" can be reserved for
picnics,, etc. by their respective neighborhood groups at no charge.
A security deposit will be required.
8. When possible, a park ranger will meet with the group when they
arrive, occasionally check on them while the group is there and will
check them out before they leave to inspect for damage. The
reserving group is responsible for cleaning the reserved area.
9. Alcohol and tobacco are prohibited in North Park and Foxborough Park
buildings.
C. RESERVATION AGREEMENTS:
1. Reservations will be tentatively recorded in the reservation book
when called in. Reservation is not confirmed until payment of fees
and/or security deposit is received.
2. Groups wishing to reserve space in certain parks shall abide by the
attached rules and regulations. A written contract shall be
executed between the sponsor and the City setting forth the terms
for the use ~~of the ppark. The attached rules and regulations are
identified as Exhibit B .
3. A Facility Usage Release and Indemnification Agreement shall be
signed by, the person reserving the facility or an authorized
representative of the group.
D. REFUND POLICY
1. The refund policy for cancelled reservations shall be:
Cancellation 30 days in advance - $10.00 cancellation fee
Cancellation 29-14 days in advance - 50% of rental fee
Cancellation 13-0 days in advance - No refunds
2. Refunds due to inclement weather on the day of the event will not be
considered. For this reason, when making a reservation, the group
should consider the size of the reserved shelter in relation to the
size of the group.

E. EQUIPMENT RENTALS
• 1. The following fees have been established for rental of park
equipment.
a. Volleyball set $ 7.00
b. Horseshoes -per set 5.00
c. .Bocce 10.00
d. Softball set 7.00
e. Badminton set 7.00
f. Croquet set 7.00
gg Picnic tables 5.00 each
h. Complete picnic kit-includes #a, #b, #c & #d 20.00
2. A deposit of $25.00 will be required for kits and a $15.00 for all
other pieces of equipment.
F. CAMPING
1. A camping fee for designated areas and parking .lots is required
along with a special permit issued at the discretion of the Park
Director. Only camping which is associated with special events,
such as softball tournaments, will be considered.
A. Antlers Park:
(8:00 PM to 9:00 AM) $ 10.00 per night
B. Aronson Park:
(6:00 PM to 9:00 AM) 10.00 per night
G. RENTAL OF MIS US PARK EQUIPMENT OR FACILITIES
Miscellaneous equipment and facilities may be rented out at the
discretion of the Parks and Recreation Director, who will set the
appropriate fee.

EXHIBIT "A"
RULES AND REGULATIONS FOR LEAGUE AND NON-LEAGUE
1. The Lakeville Park Maintenance Department will provide normal Fridayy field
maintenance. All field markings and additional maintenance will be the
responsibility of the sponsoring team.
2. The sponsorin team will be respponsible for traffic and parking control. Only
vehicles used ~or maintenance wiIl be allowed on turf areas. All other vehicles
will be restricted to parking areas.
3. No fee shall be charged to tournament spectators at the park entrance or at any
other place in the park. This is to ensure that the park amenities (play
ground, walking trails, etc.) will be open for use to all Lakeville citizens.
4. The sponsoring team or organization will be responsible for trash pick up at. the
end of Saturday's and Sunday's games. Trash is to be placed in container
provided . by the City's contracted trash collector. The sponsoring team or
organization will be responsible for placement of all full trash barrels along
the east side of the Aronson shelter building both Saturday and Sunday. The
sponsoringg team or organization will be responsible for placement of full trash
bags into dumpster at the end of each tournament day.
5. All park facilities such as picnic tables, playground equipment, fire grates ,and
bleachers shall remain in their present locations. The moving of any facilities
. will require additional permission.
6. GLASS CONTAINERS OF ANY TYPE ARE ILLEGAL!
RULES AND REGULATIONS FOR USE OF PARK SHELTERS AND BUILDINGS
1. Arrangements for enteri~n~ the building can be made with the Park Dept. prior, to
the day of the event.. You must sign out a key to the building the last working
day before the reservation and return it no later than three days after the
reserved date.
2. Kitchen (where applicable) should be left completely cleaned:
Floors washed
* Cupboards all cleaned
* Counters all washed
* Stove completely cleaned inside and out
* Walls cleaned
* The sponsoring or anization will be responsible for cleaning up all
trash and placing ~11 trash bags into dumpster following the rental
period.
3. Bathroom area:
* Floors, sinks and urinals should be cleaned.
* Trash all removed from bathroom into dumpster provided.
• BEFORE LEAVING: ? Check to see that all running water is shut off.
? Make sure all lights and electrical appliances are turned off.
? Make sure all doors and windows are securely locked.

RULES AND REGULATIONS FOR USE OF CITY PARKS
1. Rental groups will use only those areas desiggnated for group picnics.
Facilities such as the beach horseshoe pits, voIleyball courts and softball
fields will be available unless already being used by the general public.
2. Rental groups will be responsible for cleanup of trash and debris in the area
reserved for their activity.
3. Amenities such as picnic tables, benches and other park property. will remain
in its present location. The moving of any property will require permission.
4. A group supervisor will be responsible for controlling all members of said
rental group. Any violations to City ordinances will result in automatic
cancellation of the rental group contract and the group will be asked to leave
City property.
5. All motor vehicles will be parked in designated .parking areas unless prior
arrangements have been made. If an event is being catered, a group leader
must meet with a member of the park staff for specific instructions on
entering the park, parking, etc.
6. Only groups consisting of 400 people or less will be considered for rental of
designated areas.
7. It is unlawful for any person to consume intoxicating liquors .within City
parks, except for beer. Intoxicating li uor, including beer, is rohibited
from North Park and Foxborough Park buil~ings. Smoking is also pro-hibited in
North Park and Foxborough Park buildings.
8. GLASS BEVERAGE CONTAINERS are prohibited in City parks.
9. City of Lakeville park hours are 6:00 AM to 10:00 PM, unless otherwise posted.
10. Fires are allowed only in designated areas. Fires must be completely
extinguished before leaving the area.
11. Dogs in Lakeville parks are required , to be controlled by a leash. Pet owners
are also required to clean up any droppings left by their ammals.
12. Pig roasters are restricted to the gravel area near Shelter A at Antlers Park.
13. Motorized vehicles are not allowed in the park under any conditions and may
not use the bike trails for transporting items to the picnic areas.
14. Directional signs banners, balloons and other decorations or group picnic
markers are prolu~ited from being placed on public property.
15. Remote controlled model airplanes as well as airborne rockets and missiles
shall be prohibited from all Lakeville parks due to safety concerns.
Permission for special events involving model airplanes or boats may be. given
• by the City Council upon receipt of suitable application and presentation of
appropriate certificate of insurance.
