RESOLUTION APPROVING THE ESTABLISHMENT
OF A TASK FORCE
TO STUDY THE NEED FOR A PARK BOND REFERENDUM
WHEREAS, the City Council of the City of Lakeville authorized a
Parks and Recreation Bond Referendum which was approved by the voters in
1986 to fund acquisition and development; and
WHEREAS the City of Lakeville has effectively utilized available
ark and trail dedication fund resources to provide additional park
~acility development; and
WHEREAS, the City of Lakeville has been successful in securing
State and Federal grants for parks and recreation development; and
WHEREAS, all the above mentioned funding sources have not kept
pace with meeting park and recreation facility needs; and
WHEREAS, the City of Lakeville has completed recent updates of the
Comprehensive Park and Open Space System Plan and Comprehensive Trail
System Plan; and
WHEREAS, both plans indicate the need for continued funding to
develop the necessary facilities to keep pace with population growth
through the year 2010; and
WHEREAS, current census figures indicate above-average family size
in Lakeville households; and
WHEREAS, many of the youth within Lakeville participate in one or
more sport activities offered by the Lakeville Athletic Association, the
Rosemount Area Athletic Association, and .the Valley Athletic Association;.
and
WHEREAS, adult participation in sports continues to grow; and
WHEREAS, increasing public concern for public safety seems to
support locating neighborhood parks in closer proximity to fully developed
neighborhoods; and
• WHEREAS, off-street trails continue to have strong support from
the citizens of Lakeville, providing safe pedestrian/bikeway corridors to
public facilities, and
• WHEREAS, continued trail development is necessary to keep pace
with the approved State, County and City transportation projects; and
WHEREAS certain Lakeville facilities are now 15 to 20 years old
and in need of upgrade or repair; and
WHEREAS, survey results from the past two biannual citizen surveys
indicate residents in Lakeville have a high regard for environmental
protection; and
WHEREAS, continued growth through the year 2010 and beyond will
diminish available open space area; and
WHEREAS, the most recent survey in 1993 indicated 65 % of
respondents supported a bond referendum for youth athletic facilities; and
WHEREAS, residents attribute awell-planned and well-maintained
park system as synonymous with Lakeville's quality of life; and
WHEREAS, the City of Lakeville is expected to experience
substantial growth over the next 10 to 20 years, placing a greater demand
for increased park and recreational facilities.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Lakeville, Minnesota, that the Council hereby authorizes the establishment
of a citizen advisory task force for the purpose of studying and making a
recommendation to the City Council concerning the need, scope and dollar
amount of a bond referendum for the purpose of development and acquisition
of park and recreation facilities within Lakeville.
FURTHER, the City Council directs the Mayor to request
representation on the task force from the community groups and
organizations identified in "Attachment A" .
