RESOLUTION
Date May 18, 1992 Resolution No. 92-85
Motion By Mulvihill Seconded By Harvey
RESOLUTION TO THE MINNESOTA DEPARTMENT OF
TRANSPORTATION CONCERNING STATE HIGHWAYS
WITHIN THE CITY OF LAREVILLE
WHEREAS, the Lakeville Police Department has completed a
traffic fatality study documenting locations of fatal crash sites;
and
WHEREAS, highway safety improvements could reduce fatalities,
injuries, and property damage; and
WHEREAS, the Minnesota Department of Transportation has
programmed safety improvements in 1993 along Highway 50 from
Kenwood Way to Dodd Boulevard for which the City and its residents
are most appreciative; and
WHEREAS, the Minnesota Department of Transportation has
programmed a new bridge and improvements over I-35 at CSAH 70
interchange for 1994 for which the City and its residents are most
appreciative; and
WHEREAS, it is now more critical than ever to improve Highway
50 from Jurel Way to Kenwood Way because of the opening in the fall
of 1993 of the new Lakeville Senior High School and the conversion
of the existing high school on Highway 50 to a junior high school
which will substantially increase bus traffic; and
WHEREAS, construction of the interchange at County Road 46 and
I-35 will minimize present and future congestion at I-35 and Trunk
Highway 50.
NOW, THEREFORE, BE IT RESOLVED by the Lakeville City Council:
1. The Minnesota Department of Transportation is hereby
petitioned to make the following safety improvements on state
highways in the City of Lakeville:
A. Signalize the intersection of Ipava Avenue and Highway
50 before the new high school opens in the fall of
1993. This signal is needed to accommodate the heavy
• traffic flow from the high school.
r05/15/92
B. Signalize the intersection of 185th Street and Trunk
Highway 50.
2. The Minnesota Department of Transportation is requested to
improve Highway 50 from Jurel Way to Kenwood Way to a three lane
urban section. This improvement should be programmed immediately
for construction at the earliest possible date. Highway 50 will now
serve the new high school, a new ice arena, and the old high school
which is being converted to a junior high school. Even prior to
these new uses, average daily traffic volumes are extremely high.
3. The Minnesota Department of Transportation is urged to
provide financial assistance for the construction of the County
Road 46 and I-35 interchange as requested by Dakota County.
4. The Minnesota Department of Transportation is urged to
turn back Trunk Highway 50 to Dakota County, and the County is
urged to accept the turnback. The turnback should take place after
the improvements which the City has requested from the Department
of Transportation have been accomplished.
5. In exchange for accepting the turnback of Trunk Highway 50
to the County, the County should turn over County Road 70 from I-35
to Cedar Avenue to the State. Although County Road 70 is improved
as a two lane roadway, right-of-way has been acquired to
accommodate a four lane divided roadway.
