RESOLUTION TO THE DAKOTA COUNTY BOARD
OF COMMISSIONERS CONCERNING COUNTY
ROADB WITHIN THE CITY OF LAREVILLE
WHEREAS, the Lakeville Police Department has completed a
traffic fatality study documenting locations of fatal crash sites;
and
WHEREAS, county road safety improvements could reduce
fatalities, injuries, and property damage; and
WHEREAS, in addition to needed safety improvements on Cedar
Avenue, Cedar Avenue from Dodd Boulevard to County Road 70 needs to
be improved to serve the 70 businesses and 3,000 employees in the
Air Lake Industrial Park.
NOW., THEREFORE, BE IT RESOLVED by the Lakeville City Council:
1. The Dakota County Board of Commissioners is hereby
petitioned to make the following safety improvements on county
roads in the City of Lakeville:
A. Evaluate the need for no-passing zones and additional
regulatory signage on County Road 70 within the
corporate limits of the City of Lakeville.
B. Redesign the curve on Cedar Avenue north of Trunk
Highway 50 to improve site distances.
C. Improve the vertical curves (hills) on Cedar Avenue
between Dodd Boulevard and 202nd Avenue West to
improve site distances.
D. Install additional regulatory controls at the
intersection of Hamburg Avenue and County Road 70.
2. The Dakota County Board of Commissioners is requested to
place in its capital improvement plan for 1997 the upgrading of
Cedar Avenue from Dodd Boulevard to County Road 70 to a four lane
rural section. This improvement is necessary to serve commerce and
. industry as well as general traffic. The upgrading will also be a
significant safety improvement. Cedar Avenue is heavily travelled

by tractor trailers. Passenger cars frequently attempt to pass the
slower moving tractor trailers in areas where passing is prohibited
creating a very serious safety hazard.
3. The Minnesota Department of Transportation is urged to
turn back Trunk Highway 50 to Dakota County, and the County is
urged to accept the turnback. The turnback should take place after
the improvements which the City has requested from the Department
of Transportation have been accomplished.
4. Following the turnback of Highway 50 to the County, the
County is urged to further turn back the following segments of the
roadway to the City: between 202nd Street and 210th Street and
between Holyoke Avenue and Cedar Avenue.
5. Concurrently with the partial turnback of Highway 50 to
the City, the County is also requested to turn back County Road 64B
to the City.
6. In exchange for accepting the turnback of Trunk Highway 50
to the County, the County should turn over County Road 70 from I-35
to Cedar Avenue to the State. Although County Road 70 is improved
as a two lane roadway, right-of-way has been acquired to
accommodate a four lane divided roadway.
7. The County is further requested to assume jurisdiction of
• 160th Street east of Pilot Knob Road for the extension to the east
of County Road 46.
