HomeMy WebLinkAbout92-077 CITY OF LAREVILLE RESOLUTION DATE May 4, 1992 RESOLUTION NO. 92 MOTION BY Sindt SECONDED BY Harvey RESOLUTION APPROVING THE CITY OF LAREVILLE POSITION ON THE I-35W DRAFT ENVIRONMENTAL IMPACT STATEMENT (D.E.I.S.) • WHEREAS, the Draft EIS (D.E.I.S.) for reconstruction of Interstate 35W from CSAH 42 in Dakota County to I-94 in Minneapolis has been published, and WHEREAS, the comments of the Draft will be received at a public hearing on May 14, 1992 and WHEREAS, based upon involvement with the Minnesota Department of Transportation (Mn/DOT) during the planning process, meetings on the D.E.I.S., the City Council has prepared official comments on the D.E.I.S. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Lakeville, Dakota County, Minnesota, that it does hereby approve the following statement for presentation at the D.E.I.S. public hearing May 14, 1992. It is the desire of the City Council of the City of Lakeville that the design elements recommended by this statement be included in the preferred alternative to be selected by the Commissioner of Transportation: 1. The no-build alternative is not acceptable. 2. The preferred alternative is the "Diamond Lane" alternative. - The limits of the Diamond Lane alternative should be at least from CSAH 42 to T.H. 62. • - Mn/DOT is encouraged to include within the Diamond Lane alternative space for future: expansion of the facility to provide additional people carrying capacity when the technology to design that capacity. is defined and justified both technically and economically. - If Light Rail Transit (L.R.T.) is included as a part of the preferred alternative, the design within Dakota County including the Minnesota River crossing, must still be 3 mixed lanes plus a High Occupancy Vehicle (H.O.V.) lane in each direction. In this instance the design should be accomplished in such a manner that would allow the eventual extension of L.R.T. to the Burnsville Center area with the least reconstruction and disruption to the in place highway. 3. The Dakota County Road 46 interchange is a critical element in the transportation system of Dakota County and should be supported as an important part of the planning and upgrading of I-35W and I-35. • The development of this interchange has been carefully coordinated with Mn/DOT and FHWA and included consideration of the TSM (Transportation System Management) and TDM (Travel Demand Management) goals and policies being developed for I-35W. This includes: ramp metering, park-and-ride facilities, improvements to the adjacent parallel street system and HOV/transit bypass lanes. Mn/DOT assistance in funding this interchange is essential to its completion. 4. As a stage of the final reconstruction of I-35W an interim third lane must be provided with construction starting in 1993. 5. The reconstruction of 35W south of T.H. 13 must include noise attenuation devices sufficient to meet current state standards. 6. In the Minnesota River bottom area the finish grade of the roadway should be raised to a height that would be above the potential flood elevation in order to prevent future roadway closing. 7. In order to increase the use of the H.O.V. lanes as proposed in the final 35W reconstruct:~.on, the following measures are required: • - Ramp meter bypass-lanes for H.O.V. at all freeway access points. r • - Park-and-Ride facilities which support and encourage the use of H.O.V. 8. T.V. surveillance cameras should be added at all interchange points with Dakota County. BE IT FURTHER RESOLVED, that the City of Lakeville provides these comments in a positive and supportive manner and looks forward to working cooperatively with the Minnesota Department of Transportation and other local, state and federal agencies to improve the transportation system in the 35W corridor.
