RESOLUTION DIRECTING COMPLETION OF A STUDY ON
THE FISCAL IMPACT OF GROWTH AND PREPARATION OF
GROWTH MANAGEMENT CONTROLS BASED UPON THAT STUDY
WHEREAS, the state legislature has taken away the City's
right to adjust its levy limits to account for population growth and
inflation;
WHEREAS, since 1989 the City's population has grown ten
percent (10$) each year, but the City has been unable to levy adequate
• additional taxes to provide the services required by these new
residents;
WHEREAS, the state legislature has refused to enact growth
impact fee legislation that would enable new development to pay its
fair share of major transportation improvement costs it generates;
WHEREAS, the City's. population is growing faster than the
City's ability to provide needed services and infrastructure;
WHEREAS, the City is not willing to pay for growth by
slashing the quality of services to existing residents;
WHEREAS, the percentage of the City's tax base attributable
to residential property has increased from seventy-five percent (75%)
in 1988 to eighty-one percent (81~) in 1991 thereby unbalancing the
property tax base of the City;
• WHEREAS, the City's ability to maintain a good credit rating
in order to finance needed improvements is dependent upon a favorable
tax base growth.which moderates property taxes and matches taxable
resources with its debt obligation;
WHEREAS, the current City financing concerns as related to
the commitment to maintain a quality level of basic services mandates
a need to expand and broaden the City's current growth management
controls;
WHEREAS, existing growth management controls focus on sewer
capacity and should be expanded into areas including but not limited
to transportation, storm drainage, public water, parks and recreation,
and educational facilities;
WHEREAS, part of the City of Lakeville is in the rural
service area and the Metropolitan Council is considering amendment to
our rural service area; and
WHEREAS, the City Council has previously directed staff to
prepare a study on the fiscal impacts of growth on the City.
NOW, THEREFORE, BE IT RESOLVED by the Lakeville City Council
that City staff is directed to complete the fiscal impact study and to
draft appropriate growth management plans and controls based upon that
study.
ADOPTED this 15th day of July, 1991, by the City Council of
the City of Lakeville.
