HomeMy WebLinkAbout91-086 i CITY OF LAKEVILLE RESOLUTION DATE: July 1, 1991 RESOLUTION NO. 9 ~-86 MOTION BY: Harvey SECONDED BY• Sindt RESOLUTION ESTABLISHING GRADING, UTILITIES, CURBING AND SURFACING REQUIREMENTS FOR PUBLIC STREETS WITHIN SUBDIVISIONS WHEREAS,. the grading and curbing of public streets prior to building permit issuance will insure that structure elevations maybe confirmed from in-place public improvements. WHEREAS, it is necessary for the City to require street grading and curbing prior to building permit issuance to insure proper yard drainage. WHEREAS, it is necessary for the City to require street grading, curbing and surfacing prior to building permit issuance to maintain proper access for emergency • vehicles to subdivisions. WHEREAS, the provision of street grading,. curbing and bituminous base surfacing prior to building permit issuance will reduce subgrade deterioration and soil contamination during subdivision construction. WHEREAS, it is necessary to delay placement of the final bituminous wearing surface due to degradation from building construction equipment. WHEREAS, the City has experienced settlements due to ground water, purged water and inadequate compaction of utility trenches in new subdivisions. WHEREAS, the City has experienced pavement failure in certain areas with soil consisting of clay and silty sand clay due to ground water and/or sump pump .discharge. NOW, THEREFORE, BE IT RESOLVED by the City Council of Lakeville, Minnesota, pursuant to the City's Subdivision Ordinance that: 1. In all subdivisions which have received preliminary plat approval but have not been final platted as of July 1, 1991. The following shall be required: a. Curbing shall be installed upon all public streets prior to the issuance of a building permit. b. Certificate of occupancy will not be granted until after bituminous base is installed. c. Construction of the final bituminous wearcourse shall be delayed one year from placement of the bituminous base course or as approved by the City Engineer. d. The subgrade and bituminous base shall be designed to support construction traffic prior to placement of final bituminous wearing surface. e. The required warranty period for materials and workmanship from the utility contractor installing public sewer and watermain shall be two years from date of final acceptance or one year following final acceptance of the final bituminous wearing surface as approved by the City Engineer. f. Drain the shall be installed behind the curb along all streets where there is presence of purged or high ground water as determined by the City Engineer, g. Dram the shall be installed behind the curb in all silty, loamy and sandy clay soils where the rear lot elevations are above the street centerline, or as directed by the City Engineer. 2. In all subdivisions receiving preliminary plat approval after July 1, 1991, the following will be required: a. Grading, curbing and one lift of asphalt shall be installed upon all public streets prior to the issuance of a building permit. b. Construction of the final bituminous wearcourse shall be delayed one year from placement of the bituminous base course or as approved by the City Engineer. c. The subgrade and bituminous base shall be designed to support construction traffic prior to placement of final bituminous wearing surface. d. The required warranty period for materials and workmanship from the utility contractor installing public sewer and watermain shall be two years from • date of final acceptance or one year following final acceptance of the final bituminous wearing surface as approved by the City Engineer. e. A groundwater study as determined by the City Engineer may be required from developers at their expense prior to acceptance of preliminary plats depending on soils and groundwater conditions. f. Drain the shall be installed behind the curb along all streets where there is presence of purged or high ground water as determined by the City Engineer. g. Drain the shall be installed behind the curb in all silty, loamy and sandy clay soils where the rear lot elevations are above the street centerline, or as directed by the City Engineer. h. The minimum pavement design for residential streets on clean sand with a subgrade design value of R-70 or greater, and fill areas with a minimum of 2 feet of select granular fill shall be 6" of 100% crushed MN/DOT 2211 class 5 aggregate base, 2" of MN/DOT 2331 bituminous base and 1-1/2" of 2341 bituminous wear. A 2 foot subcut below proposed street subgrade backfilled with select granular fill and appropriate draintile will be required on all soils with a subgrade design R value between 16 and 31 and a 3 foot subcut for soils with an R value of 16 or less. The R value shall be determined in accordance to the Hveem stabilometer method. The use of geotextile fabrics will also be required in certain areas. Pavement design for all other soils with an R value between 31 and 70 and alternative subcuts for soils with R values of 31 or less with the use of geotextile fabric will be as approved by the City Engineer. • 3. The said grading, curbing and asphalt installation requirements shall be as specified within the subdivision's development contract and pursuant to the City's Subdivision Ordinance, Sections 10-4 and 10-5. The City of Lakeville's standard specifications for utility and street construcrion dated February 1990 and as revised May 25, 1990 are hereby amended to include the aforementioned construction requirements.
