RESOLUTION DESIGNATING THE NEW LAKEVILLE HIGH SCHOOL AS THE
PREFERRED PUBLIC BUILDING TO RECEIVE THE SECOND COLOR ACCESS
STUDIO AS PROMISED IN THE CABLE TV FRANCHISE WITH STAR
CABLEVISION.
WHEREAS, section 7.06 of the Cable TV Franchise clearly
calls for Star Cablevision to provide "two community access
i locations in public buildings designated by the Franchisor with
color cameras, lighting, sound production equipment, and a
production coordinator;" and
WHEREAS, Star Cablevision has already provided one of the
two promised studios to the Lakeville City Hall; and
WHEREAS, there are currently no video production facilities
in any school located within the Lakeville city boundaries; and
- WHEREAS, the plans for the new Lakeville High School call
for~the construction of a permanent color studio as part of a
strong curriculum in communications; and
WHEREAS, .the Lakeville School District will be making a
commitment to maintain, repair, and replace the new equipment;
provide adequate staffing; use the studio to produce programs for
• a Lakeville Educational Channel; and
WHEREAS, the Lakeville Cable TV Board believes that the
• building of an access studio in an educational building will help
gromote the use. of cable TV among all school age children in
Lakeville; and
WHEREAS, the Lakeville Cable TV Board has been assured by
representatives of the Lakeville School Board that such a
facility will be used to the fullest extent possible;
NOW, THEREFORE BE IT RESOLVED THAT. the City of Lakeville
City Council hereby formally request Star Cablevision to provide
the Lakeville School District with
(1) funding for a new color studio of the District's design,
(2) a cable return line from the new High School that would
allow live broadcasts to originate from the new
building, and
(3) an independent channel designation for the Lakeville
School District Educational Channel.
APPROVED AND ADOPTED by the City Council of the City of
Lakeville, this 17th day of June, 1991.
