RESOLUTION

WHEREAS, the City's local government aid will be reduced from
$948,000.00 in 1989, to approximately $88,000.00 in 1992, and
WHEREAS, levy limits are no longer adjusted for inflation or to
reflect the dramatic increase in the City's population, and
WHEREAS, if the "Local Option Sales Tax" is not adopted, the City
will face elimination of all local government aid, homestead and
agricultural credit, and other aid identified in the 1991 tax bill, and
WHEREAS, use of the "option" was a transparent mechanism to shift
blame to local elected officials for the tax, and
1PHEREAB, the only "option" is for the City to accept financial
• ruin and dramatic cuts in basic services to its citizens or to cave
into political blackmail.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Lakeville, with great reluctance and with numerous misgivings, has
no option but to ask the Dakota County Board of Commissioners to enact
the "Local Option Sales Tax" as provided in the 1991 omnibus tax bill.
ADOPTED this 17th day of June , 1991, by the City
Council of the City of Lakeville.
