CITY OF LAKEVILLE
DAKOTA COUNTY, MINNESOTA
Resolution Rescinding Resolution No. 76-64 which
Established the Natural Resources Committee and
Adopting a Resolution Establishing
An Environmental Affairs Committee
WHEREAS, the Natural Resources Committee has actively
served the community since 1976 by reviewing the use of natural
resources, and
WHEREAS, the City has developed a comprehensive solid
waste/recycling program, and
WHEREAS, public interest in protecting and preserving the
environment is increasing, and
WHEREAS, the Natural Resources Committee hereby recommends
that its present responsibilities and new responsibilities
involving solid waste and recycling be combined by establishing
• a new Environmental Affairs Committee,
NOW, THEREFORE, BE IT RESOLVED that the City Council of
Lakeville hereby rescinds Resolution No. 76-64, establishing the
Natural Resources Committee, and
BE IT FURTHER RESOLVED THAT the City Council of Lakeville
hereby establishes the Environmental Affairs Committee as an
advisory body to the City Council pursuant to the following:
I. COMMITTEE ESTABLISHED
The Environmental Affairs Committee shall advise the City
Council on matters pertaining to environmental resources,
natural resources, solid waste and recycling.
II. PURPOSE AND SCOPE
The purpose of the Environmental Affairs Committee is to
ensure that the preservation and use of the natural
resources of Lakeville create a state of harmony between
residents and the environment.
The Environmental Affairs Committee shall concern itself
with Lakeville's environmental, natural resources and solid
waste issues, including, but not limited to: water
(surface and ground), wetlands, woodlands, land and land
• forms, minerals, air, solid waste, recycling and such
biotic factors as fish, wildlife and vegetation.

III. MEMBERSHIP
A. The Environmental Affairs Committee shall consist of
seven members, all of whom shall be residents of the
City of Lakeville, appointed by the City Council for
terms of two years. Four terms shall expire in
odd-numbered years and three terms shall expire in
even-numbered years.
B. The current members of the Natural .Resources Committee
established under Resolution No. 76-64, dated November
1, 1976, are appointed to the Environmental Affairs
Committee with terms of office as now existing.
IV. ORGANIZATION
A. Organizational Meeting. The second meeting in January
of each year shall be an organizational meeting at
which time the members shall elect from among them a
chairperson, vice-chairperson and secretary to serve
for a period of one year.
B. No one shall serve as chairperson for two consecutive
years.
C. Chairperson. The chairperson shall assign specific
tasks to members of the Committee as deemed
necessary. The chairperson may, with the .consent of
• the members, establish subcommittees and appoint
members to liaison duties with other committees and
boards.. A subcommittee on waste hauling shall be
appointed consisting of three (3) members and two (2)
licensed waste haulers appointed by the City Council.
D. Vice-Chairperson. The vice-chairperson shall preside
over meetings in the absence of the chairperson.
E. Secretary. The secretary shall assist staff in the
documentation of minutes.
V. DUTIES AND RESPONSIBILITIES
The duties and responsibilities of the Environmental
Affairs Committee are as follows:
A. To advise the City Council on all matters concerning
environmental affairs and such other matters as the
City Council may direct. General concerns and
responsibilities are outlined as follows:

a. Soils, topography and erosion
b. Minerals, rock, gravel and sand deposits
c. Preservation of agricultural lands
2. VEGETATION
a. Trees and woodlands
• b. Grasslands

a. Wildlife management
b. Wildlife habitat
4. WATER
a. Ground water quality and supply
b. Surface water quality and supply
c. Lakes, rivers and streams
1. Shoreland overlay districts
2. Shoreline erosion
3. Water surface usage
d. Wetlands
5. AIR
a. Air quality
b. Noise pollution
6. SOLID WASTE AND RECYCLING
a. Solid waste abatement activities
b. Recycling budgets
c. Clean-up days
d. Educational programs to increase public
awareness of recycling
e. .Waste hauling
• B. To recommend to the City Council possible action to be
taken concerning environmental,_natural resources and
solid waste issues. Such recommendations may include
proposed legislation on a local, state or federal
basis or other action relating to local, county,
metropolitan or statewide environmental, natural
resources and solid waste management activities.
C. To keep informed about the activities of other
municipalities, commissions, boards, regional, state
and federal agencies concerning environmental, natural
resources and solid waste issues; to maintain
effective liaison with these groups; and to advise
them of the activities and concerns of the
Environmental Affairs Committee.
D. To attend seminars and workshops that will keep
Committee members abreast of current environmental,
natural resources and solid waste issues and
developments.

VI. MEETINGS
A. Date and Time. Regular meetings shall be held at 7:00
p.m. the first and third Tuesdays of each month.
B. Place. Meetings shall be held in the City Council
Chambers.
C. Quorum. A quorum shall consist of four regularly
appointed members, or in the event of unfilled
appointments, a simple majority of the number of duly
appointed and sworn members. A quorum shall be
necessary to conduct regular meetings.
D. Conduct of Meetings. Roberts Rules of Order, Revised,
shall govern the conduct of meetings except where
these rules shall conflict. In the event of conflict,
these rules shall take precedence.
E. Minutes of the Meeting. A secretary appointed by the
City Council shall keep minutes of each meeting and
distribute minutes of the previous meeting and a copy
of the next agenda to each member prior to the next
meeting.
VII. ATTENDANCE AT MEETINGS
A. Regular Attendance. Regular attendance at meetings by
all members is necessary if the committee is to
effectively discharge its duties and
responsibilities. It is incumbent upon each member to
attend regularly. If a member finds that he or she
cannot attend regularly, the member should, of his/her
own volition, either ask for leave of absence or
resign.
B. Absence from Meeting. It shall be the duty of each
member to notify the chairperson by 7:30 p.m. the
Monday prior to the meeting if the member will be
unable to attend. In the event of unforeseeable
absence, the member shall inform the chairperson of
his or her absence as soon as possible.
C. Any member of the Environmental. Affairs Committee may
be removed from office with or without cause by a
four-fifths (4/5) vote of the entire City Council.
Any member of the Environmental Affairs Committee who
misses three (3) consecutive meetings, or a total of
one-third (1/3) of all meetings in a calendar year,
shall automatically be removed from office without
City Council action, and the City Administrator shall
notify the member of his or her removal.
