HomeMy WebLinkAbout91-007 «sr- f~ err. y CITY OF LAHEVILLE RESOLUTION Date January 7, 1991 Resolution No. 91-07 Motion by Sindt Seconded by Ruhmann RESOLUTION ACKNOWLEDGING RECEIPT OF STREET LIGHT STUDY, ADOPTING RECObI~IENDATIONS AND ESTABLISHING RATES FOR 1991. WHEREAS, a street light study was prepared by Ned Krahl and the Finance Department of the City of Lakeville, NOW, THEREFORE, BE IS RESOLVED by the City Council of the City of Lakeville, Minnesota that; I. The street light study titled "Reflections on Light Waves" is hereby acknowledged as received and 2. The fallowing recommendations contained in said report are hereby adopted aS fO110WS: A. Adopt. the philosophy that all residential street lighting promotes pedestrian and traffic safety and home security. Residential lighting cannot be measured by individual use. It is a benefit to the property and should be divided equally among all affected lots, regardless of dwelling type, occupancy, or supplier of electricity. a. All residents will be charged the same rate whether serviced by Dakota Electric Association or Northern States Power. A uniform rate of $3.73 per quarter should be adopted to cover residential costs of street lighting. b. Multiple housing dwellings will be billed, on a per unit basis, at the same rate as single family dwellings. c. Development contracts for new subdivisions shall require developers to prepay the equivalent of 2 years street lighting costs for each lot in the subdivision. Streetlights will be installed and activated when the first house in the subdivision becomes occupied. B. Recognized commercial street lighting is a bit different, particularly in white-way areas. Size and occupancy of the building varies and payment should be consistent with the front footage exposed to the light.. This is consistent with Lakeville's seal-coating policy and should be applied to all lots and store fronts. C. Since internal lighting costs for mobile home parks are paid for by the individual parks, they will not be billed for street lighting. D. Institutional land uses such as schools and churches will be billed on the same basis as commercial/industrial lighting. , . E. =Begin billing residents of plats currently receiving street lighting, but who are not currently being charged. F. Revise placement policy of streetlights to 250-500 foot intervals between streetlights, all intersections, and the end of cul-de-sacs for residential street lighting. Commercial/industrial, institutional and traffic safety lighting are at the discretion of the City Council on recommendation from the City Engineer, Director of Public Works and Police Chief. G. Send a copy of the policy to DEA and NSP to insure understanding and compliance with standards. H. Install lights as needed in existing plat developments where streetlights are available but are either in the wrong spot or do not meet City policies. I. Hold neighborhood meetings for plats that either do not have streetlights or are inadequately lighted to determine whether the residents want street. lighting. J. Implement internal control procedures as stated on page 17. K. Amend ordinance 7-3-5-c by deleting the phrase "On or before September 1 of. Such an ordinance amendment was approved by the City Council on December 17, 1990. (see Appendix K) 3. Effective February 1, 1991, street light rates shall be as follows: A. Residential $ 3.73/unit/quarter B. Multiple Family 3.73/unit/quarter C. Institutional .097/front foot D. Commercial/Industrial .097/front foot E. Mobile Homes and Mobile Home Parks No charge F. Senior Citizens Ordinance 7-3-5-4d No charge G. New Subdivisions, as part of development contract $29.84/residential unit.
