RESOLUTION REQUESTING AN AMENDAfENT IN
THE ADOPTED STATE RECORD RETENTION SCHEDULE
WHEREAS, the regular meetings of the City Council are the
usual forum for consideration, discussion, and decisions about
the official policies and position of the City of Lakeville; and,
WHEREAS, the meetings of the City Council and other public
meetings are open to attendance by residents and other members of
the public; and,
WHEREAS, cablecasting of Council meetings and other public
meetings can provide ~,n alternative to physical attendance; and,
WHEREAS, the City Council desires public awareness and
participation in the policy decisions affecting the City of
Lakeville; and,
WHEREAS, the purpose for the videotaping and cablecasting of
the City Council and other public meetings is not for record
keeping but is for increasing public awareness and participation
of citizens; and,
WHEREAS, the Minnesota Clerks and Finance Officers have
developed a standard records retention schedule for records
common to most Minnesota Municipalities which has been approved
by the Minnesota Department of Administration, the Minnesota
Historical Society, the Minnesota State Auditor and the Minnesota
Attorney General; and,
WHEREAS, City of Lakeville resolution 86-2~ adopting the
Records Retention Schedule states that all tapes of public
meetings must be held for a minimum of 1 year,
NOW, THEREFORE Be it resolved that the City Council of
Lakeville requests of the Minnesota Department of Administration
an amendment allowing the minimum retention period for videotapes
of public meetings to be changed to a period of thirty {30) days
Provided, however, that the written minutes shall continue
to be the exclusive official record of the Council proceedings
and other public meetings and,

Provided, further, that while making the tapes available to
the public through copies and duplications, the Council reserves
the right to recover the costs of said service; and,
Provided, further, that the Council reserves the right to
impose reasonable restrictions upon the time, rna.nner, and place
of the cablecasts in order to preserve the integrity of the
meeting as a forum for public decision making.
APPROVED AND ADOPTED by the City Council of the City of
Lakeville, this 5th day of February, 1990.
