Subject: 2008-2010 Strategic Plan for Economic Development
Attached are the notes from the EDC's September 25t" meeting on the 2008-2010
Strategic Plan along with a chart outlining the success of the 2005-2007 Strategic
Plan. Included in this information are the proposed strategic work areas and goals
that were identified and refined by the EDC during their Strategic Plan work session
and regular meeting in September.
In August, a Significant Issues Questionnaire was prepared under the direction of
the EDC, which requested input from the Mayor, City Council, City Administrator and
EDC members to assist in identifying significant issues that will impact economic
development in 2008-2010.
The survey responses were compiled and reviewed at the EDC's Strategic Plan work
session that was held on August 28~". This work session was facilitated by Todd
Rapp of Himle Horner. During the work session Mr. Rapp facilitated discussions
related to the EDC's role, past strategic plans, their vision, mission, organizational
definition and goals for the 2008-2010 Strategic Pian for Economic Development.
At their September 25th EDC meeting, the EDC reviewed the draft versions of a
vision, mission statement, organizational definition, and strategic work areas and
goals identified at the August Work Session.
On October 22nd, the EDC will participate in a Joint Work Session with the City
Council to review the draft strategic work areas and goals identified by the EDC.
This work session discussion will be facilitated by Todd Rapp.
The next step in the process will be for the EDC to come up with desired outcomes
from the approved strategic work areas and goals. This will require additional
discussion by the EDC and staff to determine desired outcomes based on the agreed
upon goals that are identified within the seven strategic work areas.
2008-2010 Strategic Plan for Economic Development Goals
Seven Strategic Work Areas and seventeen goals were identified for the 2008-2010
Strategic Plan. The work areas and goals are listed below.

Transportation
1. Complete the County Road 70 Interchange (Timing: Pear 1, Year 2)

Adam Kienberger next reviewed the next steps in the Strategic Planning process
and reviewed the Vision, Mission and Organizational Definition with the EDC.
Chair Matasosky asked the group if it was the EDC's responsibility to be advisors on
community related issues or if the focus of the EDC should be only pure economic
development.

The EDC agreed that when a community issue had an economic development
impact, the EDC has a role advising on the issue.
The EDC continued by recommending approval the 2008-2010 Strategic Plan
Vision, Mission and Organizational Definition as outlined in the EDC's packet.
Mr. Kienberger went on to review the seven Strategic Work.Areas and seventeen
goals as identified by the EDC at their August 28th meeting

The following is the Director's Report for October of 2007.
Manufacturers Week Events
The State of Minnesota has determined October 22"d - 26th as Minnesota
Manufacturing Week. Mayor Dahl signed a proclamation at the October 15th City
Council meeting proclaiming this as Manufacturers Week in Lakeville. EDC Chair
Matasosky and EDC member Smith were in attendance to accept the proclamation.
The Manufacturers Appreciation Luncheon event in Lakeville has been
scheduled for Wednesday, October 24th at 11:30 at the Holiday Inn and
Suites. All EDC members are encouraged to attend this event. City Administrator
Steve Mielke will be making a presentation on the City's Comprehensive Planning
and how this process wilt impact industrial areas of our City.
Building Permit Report
The City issued building permits through the end of September with a total valuation
of $120,882,383. This compares to a total of $120,943,511 during the same period
in 2006. Included in this valuation were commercial and industrial permits with a
total valuation of $40,183,600. This compares to a total valuation of $13,240,500
during the same period in 2006.
The City issued permits for 157 single family homes through September with a total
valuation of $41,955,000. This compares to 199 single family home permits during
the same period in 2006 with a total valuation of $59,434,955. The City issued
permits for 84 townhome and condo units through September which compares to
154 townhome and condo permits issued during the same period in 2006.
Downtown Development Guide Action Plan
City staff continues to work on a number of the action items that have been
previously identified. The City recently received commitment from the Dakota
County CDA that they will provide up to $350,000 in TIF assistance for the creation
of the Market Park improvements located at Holyoke and 208th Street. These
improvements will consist of a public parking area with adjacent streetscape
improvements and will provide for permanent location for the Farmers Market and
other Downtown events.
Housina Needs Studv
Staff has completed a review of a first draft of the Housing Needs Assessment
prepared by Maxfield Research. Maxfield staff is currently addressing staff
comments in the report. A presentation on the draft report will be made to the EDC
at the November meeting.
BTTTF
The members of the Business Telecommunications Technology Task Force (BTTTF)
have recently completed its review of the report and recommendations that they
have been working on over the past 10 months. These recommendations will be
presented to the EDC, Telecommunications Commission and City Council in
November or early December.
.New Commercial Developments
A number of the commercial projects that have been under construction this past
summer will be receiving certificates of occupancy in October. The opening of the
new Cub store in Heritage Commons and the new Best Buy store in TimberCrest are
both scheduled to open on Friday, October 26th. Additional commercial projects that
have or will be completed this in October include the Hewitt Investment building in
Downtown Lakeville, the Family Health Clinic -Lakeville being developed near
Lakeville South High School, Bremer Bank at Cedar and Dodd and the New Market
Bank and Platt Dental building at 205E Street and Kenrick Ave. The Porterhouse
Steak and Seafood Restaurant should be ready for occupancy in November.
Business Closure
The City received notice this week that the Copper Bleu restaurant located at Cedar
and Dodd has ceased operations. This property has been for sale for a number of
months. This is unfortunate news and City staff is attempting to contact the owner
to determine his plans for the property.
