FEBRUARY 2, 2009
Mayor Dahl called the meeting to order at 7:00 p.m. The pledge of
allegiance to the flag was given.

Presentations/Introductions
Chris Petree presented the January 2009 monthly report and 2008
overview of the Operations 8~ Maintenance Department.
Liquor Director Brenda Visnovec presented the 2008 Liquor Department
Annual Report.
Citizens' Comments John Crist, 16475 Kingswood Drive, representing the
Kingsley Lake Association, addressed the City Council regarding a recent
infiltration of motorcycles on Kingsley Lake. He explained that the
motorcycles are racing, creating noise that is disturbing the
neighborhood. He stated the Minnesota DNR, Dakota County Sheriff and
Lakeville Police Department have all been notified and are not able to
control the situation. He requested the City Council adopt an ordinance
that would restrict such activity on Kingsley Lake.

Mr. Mielke stated he would look into the matter and get back to Mr. Crist
with a response..
Consent Agenda
09.09 Motion was made by Rieb, seconded by Wulff to approve the consent
agenda items as follows:
a. Claims for payment.
b. Minutes of the January 20, 2009 .City Council meeting.
c. Receive minutes of the January 8, 2009 Lakeville Area Arts Center
Board meeting.
d. Resolution No. 09-6 approving change orders for the Police
Department project.
e. Resolution No. 09-7 authorizing submittal of a grant application to
the Minnesota DNR for Snowmobile Trails Assistance Program,
Capital Improvement Project Grant.
f. Change Order No. 2 with Keys Well Drilling Company, Improvement
Project 08-04.
g. Acceptance of improvements and final payment to Friedges
Contracting Co., LLC, for rehabilitation of Lift Station No. 9,
Improvement Project 07-04.
h. Joint Powers Agreement with Dakota County for the Wetland
Health Evaluation Program.
i. Three year extension of a special home occupation permit to allow
a hair salon at 17360 Foliage Avenue.
j. Confirmation of Planning Commission Chair Bart Davis.
k. Quit claim deed conveying a portion of Outlot B, Spirit of Brandtjen
Farm 2nd Addition.

Ordinance No. 853 amending Title 7 of the Lakeville City Code
concerning water and sewer liability provisions.
m. Resolution No. 09-8 certifying to Dakota County that Lakeville
.chooses to be governed by the provisions of State Statute 272.162
concerning the transfer or division of land.
n. Contract for Services with TWC, Inc.-for disposition of assets.
Roll call was taken on the motion. Ayes, unanimous.
Item 7 -Speed Zone Study on Icalee Path and 202nd Street West
Mr. Petree .presented a resolution requesting the Minnesota Commissioner
of Transportation to perform a speed zone study on Icalee Path and 202na
Street between Dodd Boulevard and Jacquard Avenue: He explained
that a speed zone study was recently completed for 205th Street west of
Jacquard Avenue, significantly changing the speed limits on that road
segment. Those changes now highlight the inconsistency in speeds along
the connecting segments to the east, Icalee Path and 202na Street.
Speed limits were established along those segments in 1998. Since that
time., an all way stop has been added to the intersection of Ipava
Avenue and 202na Street, trail improvements have been made along
Icalee Path, and pedestrian crossings have been added at Antlers Park
and Jacuuard Avenue, each changing the traffic dynamic on those road
segments.
09.10 Motion was made by Swecker, seconded by Bellows to approve
Resolution No. 09-9 requesting the Minnesota Commissioner of
Transportation to perform a speed zone study on Icalee Path and 202na
Street West from Jacquard Avenue to Dodd Boulevard.
Roll call was taken on the motion. Ayes, unanimous.
Item 8 -Timbercrest at Lakeville 5t" Addition
09.11 Motion was made by Wulff, seconded by Swecker to table consideration
of Timbercrest at Lakeville 5th Addition.
