Others Present: David Olson, Community & Economic Development Director; Adam Kienberger, Economic Development Specialist. 1. Call Meeting to Order. Chair Matasosky called the meeting to order at 5:00 p.m. in the Marion Conference Room of City Hall, 20195 Holyoke Avenue, Lakeville, Minnesota. 2. Approve September 26, 2006 Meeting Minutes Motion 06.13 Comms. Emond/Erickson moved to approve the minutes of the September 26, 2006 meeting as presented. Motion carried unanimously. 3. Presentation of new Community and Economic Development website Mr. Kienberger presented the redesigned and expanded Community and Economic Development webpage to the EDC and described the additional content and usability of the site. Based on suggestions gathered from web design sessions, site selector feedback and departmental collaboration, the Community and Economic Development Department webpage is now a more comprehensive source for those either seeking to do business or those already doing business in the City of Lakeville. Mr. Kienberger also noted that the City has incorporated www.lakevillebusiness.com as a more direct URL to help businesses navigate quickly the Community and Economic Development Departments webpage. Postcards will be mailed out to the business community announcing these changes. 4. Update on Proposed Business Telecommunications Technology Task Force Mr. Olson gave an update on the status of the formation of the Business Telecommunications Technology Task Force. He stated that at the City Council Economic Development Commission Meeting Minutes D}+~ w October 24, 2006 KK H work session on October 23, 2006, they gave the go ahead to begin the process of forming the Task Force. Mr. Olson asked if there was a volunteer from the EDC that would be willing to serve on the Task Force as the EDC representative. Comm. Gehrke responded that he would be willing to volunteer to serve on the Task Force. The EDC discussed telecommunications and Wi-Fi models being considered by other cities in the Metro and acknowledged that Lakeville's Task Force will be focused on serving the business community's needs. 5. Director's Report Mr. Olson stated that there has been discussion about changing the format of the Airlake Park Newsletter to target it towards the broader Lakeville business community. He added that the Lakeville business community has changed substantially over the past 5-10 years. There would also likely be a transition from producing the newsletter in a print format to becoming an electronic newsletter so it can better sen/e the larger market. Comm. Schubert responded that she likes being able to sign up electronically to receive information and thought that it would be a good idea. Mr. Olson also added that this change would likely come about in the beginning of 2007. Mr. Olson gave an update on the Downtown Planning Project and noted that the Downtown Planning Task Force recommended the draft Plan to the City Council at their October 17, 2006 meeting. The draft is available on the City website for everyone to review. Mr. Olson stated that the next steps for the Downtown Plan would be to have a joint work session with the City Council, Planning Commission, EDC and Downtown Planning Task Force sometime in mid-November. A final Community Meeting would be held in early December before proceeding to the City Council for final action. Comm. Erickson stated that the next challenge for the Downtown Plan will be implementation. Comm. Smith added that funding will likely be the biggest challenge in the implementation stage. Mr. Olson responded that small identifiable successes will be the key to successfully starting the implementation stage of the Downtown Plan. 2 Economic Development Commission Meeting Minutes D R A F T oorot~er Za, zoos Mr. Olson concluded his Director's Report with the September building permit report and by reminding the EDC members up for re-appointment to submit letters if they wish to be re-appointed to the EDC. 6. Olson, Community and Economic Development Director Date: November 22, 2006 Subject: Update on Changes to Airlake Newsletter Community and Economic Development and Communications Department staff along with City Administrator Steve Mielke, have met several times over the past couple of months to discuss the possibility of changing the format of the Airlake Park Newsletter to more of City-wide business newsletter. The revised newsletter would include business news for the entire Lakeville business community and reflect the expanding business climate in Lakeville. It would be available electronically to new subscribers and the paper format is proposed to be phased out over a one year period for the businesses currently being mailed Airlake Park News. This would allow for a higher penetration rate and production cost savings. These proposed format changes would also need to be reviewed by the City Council. If it is the consensus to move in this direction it would be the plan to implement this format change beginning in 2007. A mockup of the new format will be handed out at the EDC meeting on Tuesday comparing the existing format to the new proposed style. City of Lakeville Community and Economic Development Memorandum To: Economic Development Commission From: David L. Olson, Community and Economic Development Director Copy: Steve Mielke, City Administrator Date: November 22, 2006 Subject: 2007 Community Development Block Grant Application The City is required to submit its 2007 Community Development Block Grant (CDBG) application to the Dakota County CDA by December 31, 2006. It is anticipated that the City will receive $103,500 in 2007 which is the same amount that was received in 2006. The CDA is continuing its requirement that 50% of a City's activities to be funded with CDBG funds involve activities that benefit Low-Moderate Income (LMI) households. The City elected to fund increased DARTS service with 2005 funds to meet his requirement in 2006 and was proposing to continue funding this activity with 2006 funds in 2007. However the additional funding for DARTS has not resulted in significant increased ridership this past year. As a result, the City Council will be reviewing this activity at a work session on Nov. 27"' to discuss whether to continue funding this activity in 2007. The outcome of this discussion will be presented to the EDC at the meeting on Nov. 28"'. One of the more commonly identified LMI activities in other cities in Dakota County is the Home Rehabilitation Loan program administered by the Dakota County CDA. Preservation of the existing residential neighborhoods adjacent to the Downtown has been identified as a goal of the Task Force Recommended Draft Downtown Development Guide. The City also continues to receive complaints regarding the condition of a number of homes in the Valley Park neighborhood. As a result, staff is recommending $83,500 of the City's 2007 allocation be designated for housing rehab. Pending the outcome of the discussion of continued DARTS funding, it may also be recommended that the $42,000 of 2006 Funds that were allocated to DARTS be re-programmed to housing rehab in 2007. If this activity is recommended by the EDC and approved by the City Council, staff will bring forward more specific eligibility criteria for approval for the housing rehab program to be made available in Lakeville. The other activity funded with the City's 2006 allocation is the Downtown Code Improvement Program. This activity currently has a balance of $141,580 from funding in previous years. It is recommended that additional funding in the amount of $20,000 be provided in 2007. This will provide sufficient funding to complete two Downtown Code Improvement grants in 2007 and 2008. The former Enggren's Mall has been identified as a possible project in 2007 when a major tenant has been secured. 2007 Funding Recommendations Staff recommends the following activities to be funded with the City's 2007 CDBG allocation. Citv Board and Commission Recognition Dinner The annual board and commission recognition dinner will be held on Wednesday, November 29tH at the Lakeville Art Center starting at 6:00 p.m. This is the Mayor and City Council's opportunity to express their appreciation for your service during this past year. Hopefully EDC members that are able to attend this event have provided an RSVP to Judi Hawkins in the City Administrator's Office. If you have not yet done so, please contact Judi at 985-4403 no later than Monday, November 27`n Downtown Planning Project EDC members have previously received a notice of a Joint Work Session with the Planning Commission and City Council scheduled for 5:00 p.m., Monday November 27`n at the Water Treatment Facility. A public meeting /open house has been scheduled for Tuesday, December 5~' at 6:00 p.m. at City Hall. The goal will be to have the City Council act on the proposed Downtown Development Guide prior to the end of the year. 2006 Manufacturers Recognition Event Approximately 80 people attended the 2006 Manufacturers Recognition Event that was held on Wednesday October 25`n at the Lakeville Area Arts Center. In addition to recognizing the local manufacturing and other industrial businesses in Lakeville, outgoing Mayor Bob Johnson was recognized by Jack Matasosky on behalf of the EDC for his support of the City's economic development efforts during his service as a Councilmember and Mayor. 2006 October Building Permit Report The City issued building permits through October with a total valuation of $153,979,182. This compares to permits totaling $169,915,159 during the same period in 2005. Included in this valuation were commercial and industrial permits with a total valuation of $33,147,500 compared to $35,741,500 through October of 2005. Included in the October totals was the permit issued for the Lifetime Fitness building with a stated value of $17,000,000. The City also issued permits for 207 single family homes and 203 townhome and condo units through October. This compares to 205 single family and 388 townhome and condo unit permits during the same period in 2005. EDC Member Re-appointments Dick Miller has informed the Mayor and City Council that he does not wish to be re- appointed to the EDC after his current terms expires at the end of this year. Dick has served on the EDC since March of 1997. On behalf of Community and Economic Development Department staff, I would like to thank Dick for his nearly ten years of service to the EDC and the City of Lakeville. The City Council will be advertising for applicants to fill a number of Board and Commission vacancies after the first of the year.
