HomeMy WebLinkAbout85-040 CITY OF LAKEVILLE • RESOLUTION Date May 20, 1985 Resolution No. 85-40 Motion by Enright Seconded by Harvey REJECTION OF AMBULANCE BIDS WHEREAS, the .City of Lakeville did, on the 1st day of May,- 1985, receive bids on two (2) fully equipped paramedic ambulance vehicles, and WHEREAS, said bids were received pursuant to specifications approved by this Council and on behalf of this City and the Cities of Apple Valley and Farmington, and WHEREAS, three (3)-bids were received. as follows for the two (2) rigs: and,. NCM Professional Car Sales, Inc. (NCM) $ 95,400.00 Road Rescue, Inc. (Road) 95.,590.00 TPC Systems (TPC) 105.,104.00 WHEREAS, TPC deviated from the specifications on numerous points, the • most. significant being a 138" wheelbase vehicle which is some 20" shorter than specified, and WHEREAS, both NCM and Road took exception. to parts of the specifications, and WHEREAS., the deviations from the specifications by NCM and Road perhaps, in some instances, resulted from the Lack of specification clarity, in other instances resulted from a bona fide manufacturing difference., and in still other instances appears to be the substitution of their component rather than the specified component, and WHEREAS, the deviations by NCM and Road together with their close dollar bids does not make it possible to determine which bid is the "lowest respon- sible bid" within the. meaning of Minnesota law. NOW, THEREFORE, BE IT RESOLVED by the City Council of .the City Lakeville as follows: 1. That. the bid of TPC is rejected for dollar reasons and because it substantially deviates from the specifications. 2. That the bids of NCM and .Road are rejected because it cannot be determined which is the."lowest responsible bid" within the meaning of Minnesota law. • 3.
