Seconded by Sidt 'I If RESOLUTION ESTABLISHING A WAGE SCHEDULE $Y` POSITION ARTD PROVIDING POLICY ON THE ADMINISTRATION,OFTHE SCHEDULE WHEREAS, the .City. Council. has received aid adopted-a compen- sation.report in 1978 for various employee positions:and WHEREAS, thereport.`was based on job con~ent analysis by position,. and 'comparison of other public and priva~e employment wage .rates for_ths area`and imilar positions; and WHEREAS, the report recommended wage-rats that were com- petitiveand within the ability 'of the. City to pay~~,o and ' WHEREAS, the City Council deems it neces~ary to adjust he wage. rates first set in 1978 for 1979; and WHEREAS, the establishment of a wage schedule by position will provide for effective administration of a clear wage plan for employees:. Wage Administration Policy : 1.-New emplc~yees~may be placea on thewageschedule for any x~osition at a step that reflects .relevant education and e2~}>ererice for the. position, in accordance with' budget appropriations by the City Council and approval of the City, Administrator. _1- 2. The salary of an employee whose current salary. is below the minimum of the position range :will be brought to at least the annimum upon implementation of the increases. 3. The City Administrator shall. be responsible far the effective., fair. and. impartial evaluation of all employees in the above positions, and shall direct and-recommend the performance evaluation for each employee :under this :plan to the: Personnel Cammttee;of the City Council.` 4, The evaluation and _pay of an employee shall be reviewed and approved by the Personnel Committee-of the City Council, and an emmployee mad appeal the recommendation of the administrator to the committee.: The cos~mittee's decision shall be final. 5. New employees for positions noter~reviously filled shall be recommended to the 'City CounG:il for approval by the City Administrator, and all appointments. to positions .under the exemtt classification shall receive the approval of the City Council. ILI. Severance Paye Severance Pay shall be granted to a full- time. employee based on the fo7.lowing schedule and conditions: After five years of emoloyment: 30% of the employee°s unusedsick leave. After 10 years of employment: 40% of the employee's unused sick. leave. After 15 years of embloyment: 50% of the employee°s unused sick leave. Only service with the City of Lakeville for. permanent fu7.l-time employment shall be counted fbr the time required . to qualify for severance pay:.. ~'he severance"pay rate is to be the hourly wage of the employee in .effect at the date of termination. The employee must leave the employment-and service to the City in good standing and give the emx~loyer two weeks written notice of ermnation. IV. Hospitalization-Medical-Life .Insurance: The employer will pay, any increase in the employee insurance cost during 1.982., and.75~s of any increase in the dependent insurance cost. The employee. shall be responsible for $16.85 plus'25% of any increase in the dependent cost after January 1, 19.82.
