RESOLUTION PRESE^7TING THE LAKEVILLE CITY COUrdCIL'S
POSITION COA3CERiVING LEVY LIMITS AND MUNICIPAL
S"'ATE AID TO CITIES
WHEREAS, there exists financial problems at the state and-
. local level of government as a result of declining revenue. to the State
of N!innesota; and
WHEREAS, the Governor and state legislature are considering
.alternatives to address the needs of state and local government for
future services and financial resources; and
WHEREAS, the Governor has presented a program to the state.
legislature involving proposed reductions in municipal state aid to cities
of approximately 20~ in 1982 and a reduction in the homestead credit
paid by the state on property taxes in 1982 and future years; and
WHEREAS, the City of Lakeville City Councl'was forced to
reduce some services for 1982 when adopting the 1982 City budget in
October of 1981 because of state levy limits and reduced state aid; and •
t~;HEREA5, current proposals will cause further reductions in
city services.
NOW, THEREFORE, BE IT RESOLVED by the Lakeville City Council that:
1. .The Lakeville City Council strongly supports and urges the
state legislature and Governor to support the removal
of levy limits on cities so that elected city officials
have the authority and responsibility for determining
and funding services which they believe .their constituents
desire and support in their respective communities.
2. The Lakeville City Council urges the state legislature
and Governor to support the increase of other state tax
revenue sources as a means to fund in part the services
of local government rather than reducing municiXaal state
aid 20~ and relying upon the property tax as the only
alternative for replacing state revenue for-the local
level of Qovernment.
