HomeMy WebLinkAbout80-130 CERTIFICATION OF MINUTES RELATING TO Issuer: City of Lakeville, Minnesota Governing Body: City Council Kind, date, time and place of meeting: p, re ular meeting held on Monday, November 3, 1980, at 7:30 o'clock P.M., at the Council Chambers, 7773 - 214th Street, Lakeville, Minnesota Members present : Lekson, Spande, Zaun, Sindt and Nelson Members absent: None Documents Attached: Minutes of said meeting {pages): RESOLUTION NO. 80-130 RESOLUTION RELATING TO .REDEVELOPMENT PROJECT NO. 1 PROPOSED TO BE UNDERTAKEN BY THE HOUSING AND REDEVELOP- MENT AUTHORITY IN AND FOR THE CITY; A REDEVELOPMENT PLAN THEREFOR;' A TAX INCREMENT FINANCING PLAN FOR PHASE ONE -0F THE PROJECT; AND CALLING FOR--A PUBLIC HEARING-ON-- THE REDEVELOPMENT PLAN AND TAX INCREMENT FINANCING PLAN I, the undersigned, being the duly qualified .and acting recording officer of the public corporation issuing the bonds referred to in the title of this certificate, certify that. the documents attached hereto, as described above, have been carefully compared with the original records. of said .corporation in my legal custody, from which they have been transcribed; that said documents are a correct and com- plete transcript of the minutes of a meeting of the governing body of said corporation, and correct and complete copies of all resolutions and other actions taken and of all documents approved by the governing body at said meeting, so far as they relate to said bonds; and that said meeting was duly held by the governing body at the time and place and was attended throughout by the members indicated above, pursuant to call and notice of such meeting given as required by law. McGarvey, City Clerk- Name and Title Administrator w Councilmember zaun introduced the following resolution and moved its. adoption: RESOLUTION NO. 80-130 RESOLUTION RELATING TO REDEVELOPMENT PROJECT NO. 1 PROPOSED TO BE UNDERTAKEN BY THE HOUSING AND REDEVELOPMENT AUTHORITY IN AND FOR THE CITY; A REDEVELOPMENT PLAN THEREFORE; A TAX INCREMENT FINANCING PLAN FOR PHASE .ONE OF THE PROJECT; AND CALLING FOR A PUBLIC HEARING ON THE REDEVELOPMENT PLAN AND TAX INCREMENT FINANCING PLAN BE IT RESOLVED by the City Council of the City of Lakeville, Minnesota (the City), as follows: Section-l.- Recitals. ' 1.01. The Housing and Redevelopment Authority In and For the City of Lakeville, Minnesota (the Authority) has proposed to implement and carry-out a redevelopment project in the City, designated "Redevelopment Project No. 1" (the Project) pursuant to Minnesota Statutes, Chapter 462, and a redevelopment district within the Project designated "Tax Increment Financing District No. 1" (the District), pursuant to Minnesota Statutes, Chapter 273. 1.02. The Authority has submitted a redevelopment plan relating to the Project (the Redevelopment Plan} and a tax increment financing plan relating to the District (the Financing Plan) to this Council for its approval pursuant to Minnesota Statutes, Sections 462.521, Subdivision 2 and 273.74, Subdivision 3, respectively. Section 2. Public Hearing. 2.01. Minnesota Statutes, Sections 462.521, Subdivision 1 and 273.74, Subdivision 3 require that prior to approval of the Redevelopment Plan and Financing Plan, this Council shall conduct a public hearing on the proposed Redevelopment Plan and Financing Plan. Pursuant, to those provisions, a public hearing on the proposed Redevelopment Plan and Financing Plan is called and shall be held on November 17, 1980, at 8:00 o'clock P.M., at the City Hall. 2.02. The City Clerk-Administrator shall cause notice of the public hearing to be published in the official newspaper of the City, and in the St. Paul Pioneer Press or Dispatch or the Minneapolis Tribune or Star, at least once, not less than ten (10) nor more than thirty (30) days prior to the date fixed for the hearing, such notice to be in substantially the following form: fi. Mayor f Attest: ity Clerk-A i i trator The motion for the adoption of the foregoing resolution was duly seconded by Councilmember sindt and upon the vote .being taken thereon, the following voted in favor thereof : Zaun, Sindt, Nelson, Spande and Lekson. and the following voted against the same: None whereupon said resolution was declared duly passed and adopted.
