The following is the Director's Report for July of 2005. Road Construction Update A copy of the most recent construction update is attached. New updates are prepared weekly and included in the Messages page in the Life and Times, provided to the Chamber of Commerce to be included in their weekly broadcast emails and also posted on the home page of the City's Web site. Building Permit Update Through the end of June the City has issued building permits with a total valuation of $91,470,746. This compares to a valuation of $109,037,166 during the first six months of 2004. Included in this amount is $19,252,000 for commercial and industrial permits year to date, which compares to $12,124,150 for commercial and industrial permits during the same period in 2004. Also included in the total year to date valuation are permits for 127 new single-family dwellings, 181 townhouse and condo units. This compares to permits for 211 new single-family dwellings and 258.townhouses and condos during the same period in 2004. It should be noted that the total of 308 housing unit permits issued through the first six months of the year is considered a more desirable rate of growth than the 469 permits that were issued during the first six months of 2004. Attached is a copy of the full building permit report through June 30, 2005. Eureka Township Annexation Discussions The Eureka Township Board is scheduled to discuss the possibility of an orderly annexation agreement for the annexation of 96 acres of land owned by Airlake Development on the east side of Cedar Avenue at their August 8, 2005 meeting. Previously this issue was scheduled to be on the agenda for July 11th and unfortunately this did not occur. Staff will provide an update on the status of this issue at the August EDC meeting. Request for Proposals for Downtown Redevelopment Plan The deadline for planning consulting firrns for the submittal of proposals for the Downtown Redevelopment Plan is Friday, July 22"d. We anticipate selecting at least two firms to be interviewed the first or second week of August. East West Corridor Preservation Study -Phase II Attached is a copy of a mailing that was sent out for an upcoming Open House on Phase II of the East West Corridor Study that will be held on Tuesday, July 26th from 4:30 - 7:30 p.m. at the Farmington Maintenance Facility located at the intersection of 995"' Street and Pilot Knob Road in Farmington. The second phase of the study is intended to refine the actual highway alignments and in the case of Lakeville, the 179th Street and 185th Street alignments. EDC members that have interest in these issues are encouraged to attend the Open House. Comprehensive Annual Financial Report 2004 Attached is a copy of the PowerPoint presentation that Finance Director Dennis Feller put together on the 2004 Financial Report. The presentation contains useful information that should 6e of interest to EDC members. Status of Economic Development Coordinator Position I have recently discussed my recommendations for the changes to the job description for the currently vacant Economic Development Coordinator position with City Administrator Steve Mielke. It is my intent to finalize these discussions and proceed with advertisement for this position when I return August 1St. Vacation I will be on vacation and thus out of the office the week of July 25th and will be returning Monday, August 1St. If you need to contact someone at the City that week regarding an EDC matter, please contact Steve Mielke at 952-985-4401. The switch will allow center medians to be installed west of KenrickAve. on CR 50 to Kenyon Ave. Work will be done under traffic and some delays may be expected. CR 60 CLOSURE The bypass lanes are now open on 185th St., west to Judicial Rd. Work continues on the north half of the new 185th St. Some restrictions may occur at adjoining intersections -Kenyon Ave., Lansford Path and Judicial Rd. - as they are connected with 185th St. Good progress is being made during the current weather conditions. 185fh & Dodd Paving on Dodd Blvd. bypass lanes will be completed next week. Work on 185th has been delayed while waiting for gas main to be relocated. Once that is done, bypass lanes will be completed on 185th St. and the remainder of the project will be done under traffic. 175th St. widening The project to widen 175th Street from Jonquil Ave. east to Ipava Ave. continues. Utility work has been completed and sub cutting preparations continue. Curb and gutter are scheduled for installation this week. Flag persons will be on duty to allow lane shifts and traffic stops during this stage of construction. Delays can be expected and alternate routes should be sought, if possible. The purpose of this newsletter is to keep you informed about the need to plan for new east west highways, and invite you to participate in the planning .process. STUDY BACKGROUND The first phase of the east west transportation study was completed in May of 2003 and established the need to plan for east west roads in these rapidly growing. communities. The purpose of this second phase into refine the actual highway alignments. Dakota County has worked in partnership with the cities of Farmington, Lakeville, and Empire Township to identify several proposed alignments (see inside). These preliminary alignments are now ready for public review and comment. WE WANT TO HEAR FROM YOU A good highway provides for safe and efficient transportation, but sound planning also means balancing transportation needs with other citizen values. This study should take into account impacts to people and the environment. Highways need to be planned with respect to existing homes, businesses, wetlands, natural areas, and the Vermillion River and its tributaries.. Planning for highways should also be coordinated with planning for parks, schools, trails, and development. We invite you to an open house to review the proposed alignments and provide us with comments, concerns, and your local knowledge of the area. With one of his employees and an impatient pilot, Fiorillo cleared two Cessnas and an Aerowupe from the Airlake Airport maintenance hangar and --just before the rains came saw the gilot off in the fourth plane, a Vulcanair. "That was my workout for the day," Fiorillo said, sweating and smiling. Airlake is one of six "reliever" airports used to reduce pressure on Minneapolis-St. Paul International Airport. The Metropolitan Airports Commission (MAC) is reviewing the six in hopes of making them independently fmancially viable. Airlake, like the other relievers, ended last year with a deficit. The MAC, which owns the airports, made up for the difference between the $183,003 it cost Airlake to operate in 2004 and the $102,855 it brought in. Users, though, fmd value in the airport. Whatever the MAC decides to do with the airport, pilots and tenants want it to remain. Airports reviewed "Why they're being looked at goes back quite a ways," said MAC Commissioner Jack Lanners. For decades, the cost of renting space at the reliever airports was 2 to 5 cents per square foot per yeaz. "It just wasn't in the real world," Lanners said. So in 1998, rates were raised for the first time since 1975. They have gone up more since then, and are now at about 30 to 40 cents per square foot. But, Lanners said, "we realized after looking at the rates and chazges that we really need to look at the whole picture of the reliever system." Commissioners decided they needed to assign a monetary value to each of the airports to determine how much subsidy each deserves and to determine future paths for the airports. By the end of the yeaz, they hope both questions will be answered. Fiorillo and his son, Tony, more or less run the Lakeville airport. They own the Aircraft Resource Center, which provides services, maintenance, fuel and supplies to the pilots who use the airport. Proven advantage Lakeville's Chamber of Commerce executive director, Todd Bornhauser, said the airport is an asset: "It does offer you that opportunity to fly in and out a lot more quickly than MSP." And community development director Dave Olson said Airlake is "a distinct advantage or positive for tis when we are looked at as a location to expand or locate," he said. "We certainly would hate to see it go away." For now, commissioners are not recommending closing any of the reliever airports, though the option is not off the table, either. The. MAC has ranked three airports as being more likely to provide direct relief to MSP. None of those three is Airlake. Fiorillo, though, sees it another way: Airlake is out of the crowded perimeter of airspace that Flying Clotul, St. Paull downtown and Anoka CotntyBlaine airports the three top reliever airports for jet traffic share. "There's little congestion out here, 20 miles out," Fiorillo said. People can fly in to Airlake, he said, and drive along Cedar Avenue to get to the Twin Cities in 20 minutes. Just about four months into seriously studying the future of the reliever airports, the MAC is still considering its options for Airlake's development, said Tim Anderson, deputy executive director of operations at the MAC. But the possibilities for Airlake as a general aviation airport or other purposes could be great, especially given the city's enthusiasm: "Airlake is more well-received by the city of Lakeville than Crystal is by its surrounding community, for example," he said. It's not just the business community and city interest that are a boon to Airlake. Airlake currently has about 981essees and two-thirds of its hangar space is rented by recreational pilots. About 200 people are on a waiting list to rent hangar space . Lakeville resident Dale Erickson belongs to two flying clubs stationed at Airlake. He has his pick of five planes on most days. "Airlake's a really nice airport to fly out of," he said. "It's quiet; learning to fly is not intimidating. We're lucky to have it." Lakeville plans to hire a consultant to help with the details: where to expand, what types of buildings to build. The city hopes to have the consultant working by August, said David Olson, the community and economic development director. Downtown Lakeville is fairly small a north-south stretch of about six blocks of Holyoke Avenue, plus about one block on either side of the street. "If the central business district azea is to expand and grow, which direction? And should it be to the north toward Heritage Commons? Because there are several blocks of residential in between," Olson said. "Those are issues." Rezoning is a possibility, he said. Decisions should come in six to nine months, when the studying and planning phase will probably come to a close, Olson said. Though Olson said the city has not determined the number of dollars that downtown businesses generate for the local economy, it is a successful business district. Expanding it would help ensure its continued viability, he said. "There azen't many vacancies downtown," Olson said. "That's an indication there is a mazket for and demand for space downtown." Plus, he said, the planned expansion "has other important aspects to it besides being just purely economic." Downtown Lakeville is home to some of the oldest buildings in the city. Historic preservation is important, as is keeping a community gathering place intact, he said. A business owner agreed: Tracy Kuper, owner of Mainstreet Coffee Cafe, said she would welcome an expansion, even if it meant competition for her coffee shop. "It's a precious little place," Kuper said. "Yes, it needs to grow. How much it needs to grow, I'm not sure." But Kuper said she wants to see downtown retain its down-home feeling: "The world is crazy busy, so if you have a little niche that kind of brings you back to some place comfortable and close and safe, that's really nice."
