HomeMy WebLinkAbout03-03-69 COUNCIL MEETING MARCH 3, 1969 Item 1 The meeting was called to order by Acting Mayor Robert Jensen with Mako Sullivan and Taft present. Item 2 Taft made a motion seconded by Mako to accept the minutes of the February 17 and 18, 1969 as read. All 3 for. Motion carried. Item 3 Sullivan made a motion seconded by Taft that the minutes of the February 27, 1969 meeting stand as read. All_ 4 for. Motion carried. Item 4 Rosene made the recommendation that the council accept the lowbid for the water reservoir at Valley Park. Mako made a motion seconded by Taft to award the contract to the Pittsburgh-DesMoines Co. whose bid was $61,400. Mako, Sullivan, Taft and Jensen for. Motion carried. Item 5 A letter from the Keys Well Drilling Go. was read which contained a resume of their services. Mr. Rosene advised that it was a good idea to stay with the company that installed the utilities. Sullivan made a motion seconded by Taft that the clerk notify The Keys Well Drilling Co. that the Village of Lakeville will use their standard emergency service. .All for. Motion carried. Item 6 Art Heinz appeared before the council inregards to the lot beside his house being used for a road. He also explained that Gephart's had changed the flow of water from the alley so that it .runs by his house instead of down the alley to the street.. There was also the matter of the curb being knocked out on Holt. Mako made a motion seconded by Sullivan th~t~ k i11e Parking, Inc a be given two weeks to put up a board fence barricade~acr~the entire easterly line and 40 feet east of the westerly end of said lot. Item 7 Taft Made a motion seconded by P1ako that Lakeville Parking INc. be instructed to replace the curb on the easterly end of said property which is on Holt at the earliest time it would be possible this spring. All 4 for. Motion carried. Item 8 Don Fanum read the minutes of the Water and Sewer Commission meeting for February. 20, 1969. Item 9 Taft made a motion seconded by Sullivan that water meters be installed at the Village Liquor Store and at the churches to check the water flow for the next two periods after which they would be taken out. All 4 for. Motion carried. Item 10 Mako made a motion seconded by Taft to table the matter of the pumphouse at Val ley .Park. All for. Motion carried. Item 11 Taft made a motion to amend the motion re: curb at send of Lakeville Parking Inc. lot to read June 1, 1969. Mako seconded the motion. All for. Motion carried. Item 12 John Jackson appearedb~~'ore the council to request rezoning and a varience Taft made a motion to follow the Planning Commission recommendation to rezone land as described in the legal notice to commercial industrial. Description as follows: That part of the Sou~hwestQuarter of the Northwest Quarter (SW4 of NW4) of Section Six(6), Township ONe Hundred Fourteen (114), Range Twenty (20), Dakota County, Minnesota, described as follows: Commencing at the Southwest corner of said SW4 of NW4, thence East along the Sotath line of said SW4 of Nw4 a distance of 424.0 feet: thence deflecting to the left at an angle of 90 in a northerly direction a dis~ance of 208.71 feet; thence deflecting to the left at an angle of 90 in a westerly direction a distance of 432.11 feet to a point on the West line of said SW4 of NW4 208.71 feet North of the Southwest corner of said SW4 of NW4; thence South along the West line of said SW4 of NW4 a distance of 208.71 feet to the point of beginning, containing 2.03 acres f, • • • PAGE 2 MARCH<'3, 1969 and subject to Township Road across the South 33 feet thereof. Item l3 Mako made a motion to grant a variance from the publication for the building permit as brought to the attention of the Planning Commission and based on their discussion of the use and the proposed building. Taft seconded the motion. All 4 for. Motion carried. Item 14 Taft made a motion seconded by Sullivan to have the building inspectar,:~' issue the building permit supon receiving the proper certification of the building plans. All 4 for a Motion carried. Item 15 The clerk swore in Ed Mako and John Hrkal to the Water and Sewer Commission. Item 16 John Jones, Herbert Lambert, George Rose1, Peter Fri edges, Lavern Nelson, and Fred Taft were sworn in to the Park <and Recreation Commission. Item 17 Suss Ackerman presented his building report to the council. He reported- also that Floyd Bensen would like permits to build in Glen addition. He was advised to tell Mr. Bensen to appear before the council. Item 18 A discussion was held regarding the need of hearings for remodeling permits. -Taft made a motion seconded by Sullivan to table. this matter until the next meeting lNarch 10, 1969. All for. Motion carried. Item 19 Taft Made a motion seconded by Mako to have the Village Attorney prepare an ordinance for permanent registration and permanent voting preci~ats in-the Village. All 4 for a Motion carried. Item 20 It was reported that Job Corp wanted to place Ricky Schendal with the maintenancedepartment with his salary paid by the government. Taft made a motion seconded by Sullivan that the boy be placed with the maintenance department subject to written proposal and 2 councilmen's approval after an-interview. Taft, sullivan and Jensen and Mako for. Motion carried. Item 21 Taft made a motion seconded by Su livan to have the Village engineer look at the sidewalk in front of Gephart"s and the alley behind for water drainage and instructed the clerk to inform Mr. Rosen of this matter. All 4 for. Motion carried. Item 22 7:30 P.M. on March 10, 1969 was set as the time for the council and Mr. Farrell to go over the zoning ordinance. Item 23 The need for a village. map was discussed and the clerk was instructed to contact some map companies to see if some could be made. Item 24 A_letter from the Lakeville Civic Club was read to the council. Item 25 A letter regarding the matter of the highway railroad grade crossing located at the ..point where 172nd st. crosses the .right of way and tracks of the Mpls., Northfield and Southern Railway Co. etc. was reviewed by the council. The council was advised by Mr. Farrell to decide what the Village should do if this is appealed by the railroad. All for. Motion carried. Item 27 Taft made a motion seconded by Sullivan that the clerk should advise the Jay P. Motion carried. Item 28 Taft made a motion seconded by Sullivan that the clerk should instruct. Bloomington Realty, Inc. that to the council's knowledge there are no assessments pending-against property described as: Lot l3, Block 2, Vern Donnay College Park 2nd Addition. All 4 for. Motion carried. Item 29 Taft made a motion seconded by Mako to have the Mayor sign the criminal complaints for the bad checks turned aver to Mr. Kaiseratt. All 4 for. Motion carried. Item 30 Sullivan made a motion seconded by Mako that the 1967 ballots be burned. All 4 for. .Motion carried. Motion carried. .item 32 The clerk was advised that the dues to the Dakota County League were not paid. Item 33 Sullivan made a motion seconded by Taft to adjourn. All 4 fora Meeting adjourned.
