COUNCIL MEETING APRIL 7, 1969
Item 1 The meeting was called to order by Acting Mayor, Robert Jensen
with Sullivan, Taft and Mako present. Mayor Aronson arrived at
9:25 P.M.
Item 2 Taft made a motion. seconded by Sullivan to accept the minutes of
the March 17, 1969 meeting as read. All•-~,~for. Motion carried.
Item 3 Lavern Wahl appeared before the council to request permission to dump
sewage from cess pools into the Village system. He had been granted
permission to dump some loads until he got permission from the council.
He has. dumped four loads so far. and used the manhole by the mill.
Rosene made the recommendation that the limit be 5 loads per day and
that a charge of $5 per load be charged.
Mako moved to allow Mr. Wahl to utilise the Village sewer system to
dump sewage on a trial basis for 60 days at a charge of $5 per load
and a maximum of 5 loads per day. Taft seconded the motion. All 4
for, motion :carried. It was recommended that a report be forthcoming
from Stan Stevens at the end of this time and also that the Village
attorney prepare a legalfor this.
Item 4 Tonsager and Erickson appeared for a hearing on their plat. They
stated that the taxes are paid and gave the warranty deed to Mr. Farrell
for his inspection. It was stated that there will be turn arounds
for all the houses so that the residents do not have to back on to
the county road.
Taft made a motion seconded by Mako to accept the plat and approve.
it subject to their attorney sending a title to Mr. Farrell which
will be held. in the clerk's files. Jensen, Mako and Taft voted for.
the motion. Sullivan abstained.
Item 5 Bob Rosene reported on the street grades in Glenn Addition. Ne explained
that the streets were quite flat and should be regraded to adequate
grade. The grading down to the Railroad tracks and installation of
ditches and culvert under 207th and the railroad track would amount
to an estimated total of $2,500.
The other alternative would be to ins tali storm sewer system and.
all the utilities would be too costly. The storm sewer cost was
estimated at $16.,000.
There should be an understanding with the developer as to the height
of the lots he wants to build houses on. and a permanent street grade
should be established. The method of assessment would be ,decided by
the Village and should be assessed against the property owners.
Many of the Glenn Addition residents were in attendance among them
Clark Dorland, Mrs. Roger Hobson, Curt Anderson and John Underwood.
They were interested in finding out who would pay for the road and
why the roads had not been accepted by the Village. Mr. Rosen explained
.that the one road was a right of way but could not be accepted until
it was up to Village standards. This addition was platted quite a few
years ago before there was an ordinance so that Mr. Bentson was not
required to finish the roads as he did not plat the land. Clark
Dorland stated that his contract was under VA and called for a gravel
road. He was advised to press charges through legal channels. It
was stated that some gravel had been placed on some of the roads
that the Village had accepted. Mr. Mako advised that the residents
were at liberty to petition the council for improvements.
.Sullivan made a motion to table :this matter until April 14, T969
and notify Mr. Bentson to be at the meeting at 9:30 P.M. and also
the residents of Glenn Addition. Seconded by Taft. All 4 for. Carried.
Item 6 Fred Taft advised that there had been some complaints that semi
trucks doing busines with Gephart's are using residential streets.
Mr. Rosene advised that the streets could be posted for 4 ton truck

truck traffic.. It was decided to have Ray Henry post the streets.
Item 7 Jensen made a motion seconded by Taft to authorize the mayor and clerk
to execute quit`~claim deed to small parcel of land in Valley Park
( description attached). A11 4 ,motion carried..
Item 8 Mr. Rosene was instructed to check the blacktop road north side of
Lake Marion to see if it needed to be resealed at this time and check
back with the council.
Item 9 Harry Clarkson introduced Leo Finley, president of the Valley Athletic
Association to the council. Mr. Finley presented some printed matter
to the council explaining .the orgini<zation and the object of the club.
He explained their purpose and what they hoped to accomplish in the
future.
Item 10 Orin Platte. and Arlene Platte appeared before the council in regards
to approval to operate a dance hall and to obtain a set-up license.
Village Attorney advised that the specifications for use of the license
should be spelled out so that there would. be no misunderstandings.
The Plaths explained that the min+cmum age for dances would be 16
and that there would be three officers at the dances to maintain the
peace. The hours would most likely be from 9 to 12 midnight.
Mr. and Mrs. Junior Walters appeared with a petition signed by 56
people who were against having a dance hall at this location. They
also complained about garbage thrown around the alley..
Taft moved to accept this petition.. Mako seconded. All 4 for.
motion carried.
A motion was made by Mako that the council favors the establishment
of a public dance hail by the Plaths upon such terms and danditions
as the Council deems necessary and that the Paths apply for the
necessary license upa'adoption of the Public Dance Hall Ordinance.
Seconded by Jensen. Mako, Taft, Jensen and Su hivan for. Motion carrried.
Item 11 A letter re: assessors meeting to be held in Hastings was considered.
Sob Jensen and !eo Aronson decided to attend.
Item 12 It was decided to write Vern Donnay a letter regarding the new
sewer hookup charge of $350 on new homes in Valley Park 2nd Addition
and also a letter regarding the water hookup charge.
Item 13 The building inspector gave his building permit report to the council.
Item 14 Sullivan made a motion seconded by Taft to adjourn. Motion carried.
