.COUNCIL MEETING JULY 7, 1969
.Item 1 The meeting was called to order by Mayor Aronson-with Sullivan
Mako and Taft present.
Item.2 Sullivan made a motion seconded by=Taftthat the minutes of the June
16, 1969 meeting stand as read. A11 for, motion carried..
Mayor,Aronson mentioned that the trash barrels would cost $80 instead of $50.
Item 3 The bids for the pump and pumphouse at Valley Park. were declared
closed'at 8:~0 P.M, The following bids were received for the pump.
1 Bergerson-Caswell Inc. 5%.bid bond Addl $6,389.00
2 Mueller Bros. Well Co. cert. ck $350." 6,777.00
3. Keys Well Drilling 5% bid. bond 6;597.00.
4. Layne-Minnesota Co. 5% bid bond 6,244.00
5. E. H. Renner & Sons, Inc.5% bid bond 6,987.00
alternate use of 1.25 HP motor in line of 150 Hp deduct $500
6. McCarthy Well Co. 5% bid bond 6,096.00.farbanks
Pump.
7. Theis Well Co. 5% bid bond - 6,668.00
Mako made a motion to give the pump bids to the engineer, Bob Rosene
for review and tabulation.. Sullivan seconded the motion. A11 for,
motion carried.
Item.4 the following bids were received the the pumphouse

Sullivan made a motion to give the bids to Bob Rosereifor review and
.tabulation. Taft seconded the motion. All for, motion carried.
Item 5 Mrs. Gallager appeared before the council to request some kind of
.ordinance to controll the placing of garbage cans and other things
on the bullevard. This matter will. be investigated further,
Item 6 Martin ..Wester appeared to request an extension to his trailer permit.
It was explained that be had cleaned up .his place and had brought in
a signed statement from all the adjoining property owners.
Sullivan moved to grant a permit to Mr. Wester with Taft seconding the
motion. Sullivan and Mako voted for and .Taft opposed.. Aronson voted
for the motion and the motion carried-.
Item 7 Mako made a motion seconded. by Taft to close the bids for the police
car. A letter was read from Mel Rucher that he could not bid at the
present as there are no cars. being built at the present time_due to the
machinery being changed for the .new models.. No bids were. received. -
Mr. Aronson also advised .that .dealers advised that a smaller motor
would be more .feasible. It was decided to readvertise for a police
car later in the year.

Item 8 Bob Burger appeared with the master plan for Donnay's Valley Park.
He presented a petition for utilities, this petition being attached
to .these minutes and filed in the Valley Park file.
.Taft made a motion seconded by Sullivan to authorize Bab Rosene
to go aheadwith the feasibility study on Donnay's plat.
All for, motion carried.
Item 9 Mako .made a motion seconded by Taft to approve Donnay's pre1imanary
plat for Valley Park ord. All 3 for, motion carried.
Item 10 Sullivan moved to grant a variance to build a house in Donnay`s
3rd Addition with no occupancy until house in completely :done and the
area is completely platted. Mako seconded the motion. A11 3 for,
motion carried.
Item 11 Don Fanum of the Water & Sewer Committee read the minutes. of their
last meeting.. It was decided to have the clerk attend their next
meeting to explain the different account..
Item 12 The request for putting a restriction on watering .at Valley Park
was not acted upon at this time..
Item 13 The clerk was instructed to write to Flexible Products at Airlake
Industrial Park to advise them that they are required. to connect
to the Village watersupply.
Item 14 A meeting was set for Tuesday, the 15th of Jwy, with the street
and utilities department employees. at 8:00 P.M.
Item 15 Mr. Rabe appeared with a report of the water on his place at
Forrest Hills Addition.. Mr. Rosene advised that after his study of
that area is complete, he would be able to suggest an interim
service until sewer. is put in.
It was stated that Mr. Lyden charges for water at Forest Nills.
Pat Farrell was advised to contact Mr.'Lyden to advise him that he
has na franchise for selling water.
2. get him in for a franchiese agreement and the clerk was instructed
to call the health dept. to come out and test the water on different
parcels of property at Forest Hi11s.
Item 16 Mr. Katchenko came before the council to explain the Layne pump
that Layne-Minnesota puts in their projects. and statedthat there
is a three guarantee with it.
Item 17 Sullivan made a motion to accept the bid of Layne.-Minnesota for their
bid of $6,244 for the Pump at Valley Park Addition. Mako seconded
the motion. Aronson, Sullivan and. ;.Mako for, Taft opposed. The motion
carried.
Item 18 Taft made a motion seconded by Sullivan to returni~ the certified
check of Moeller Bros We11 Co. All for, motion carried.
Item 19 Mr. Rosene advised that the low bids for the pumphouse were
General Contractor--Lieberg Contt. 11,749.

Mr. Rosene was instructed to check these out and a meeting would
be set for 7hrusday evening to pass on them.
Item 20 Spandy and Loken appeared with their plat to ask fora variance
on the as to width.
Sullivan made a motion seconded by Taft to grant a variance as
recommended by the Planning Corr~nission. This variance is for
lots 5, .6, 7 & 11 ,Block l and the .two lots facing south on .the
161st St. Cul du sac. Oak Shores .3rd Additon.

All 3 for, motion carried.
Item 21 Walter King, Jr., weed inspector, gave a report on the different
spots that weeds had been taken care of. He reported that the
Independent Black Dirt Co. had not finished the work they had agredd
to do on Hohag's property.
.Item 22 The Mayor reported that Minnreg's would like to be able to serve
liquor on Sunday. The Village Attorney reported that there would
have to be an election to-make. this possible.
Item 23 Vari~ee licenses were discussed for the Panoprog Celebration. These
would be issued on a temporary. basis.
Item 24 Ed Saucer asked the council if it would be possible to build a two
story motel on his lot.
Item 25 Taft made a motion econded by Sullivan to instruct the clerk to
purchase a typewriter for the bull ding inspector. All for, motion carried..
Item 26 Sullivan made a motion seconded by Taft to adjourn. Motion carried.

,Petition for utilities in Donnay's Master Piat of Va11e.y Park

The undersigned hereby petitions the Village of Lakeville for the
public improvements of sanitary sewer, storm sewer, water mains,
street base work and bituminous paving, concrete curbs and concrete
sidewalks for the following streets listed below in Donnav's
;ropc~sed master plat of Va 11 ey Park :
1. Flagstaff Avenue from Dodd Road to County Road No. 46

2. Gerdine Path West from i!alley Park 2nd to Flagstaff. Avenue.
3. Foliage Avenue from Dodd Road to County Road No. 46.
We would appreciate council action ordering the feasibility study
;~~;for the above improvements as soon as possible inasmuch as we wish
to initiate development in the area listed as quickly as`utility
construction permits. It is our understanding that the Rosemount
School District is also in favor of the above proposed proiect in
that it relates to their new elementary school site.
